The designer will create materials that help operational teams and command-level stakeholders understand current challenges, evaluate future-state options, align on priorities, and monitor progress. Working within a cross-functional team, the Visual Designer will collaborate closely with the User Experience Designer, Technical Engineer Recruiter, and Product Owner to turn research and delivery artifacts into cohesive visual communications. The ideal candidate combines information design, data visualization, executive communications, and disciplined production skills in a fast-moving federal environment.

Responsibilities
  • Translate complex personnel processes, research findings, talent-market insights, dependencies, and recommendations into clear visual narratives for varied stakeholder audiences.
  • Develop current-state and future-state workflow diagrams, journey maps, service blueprints, system maps, stakeholder maps, and other information-design products.
  • Create executive-ready briefings, infographics, reports, one-page summaries, implementation roadmaps, decision matrices, and command-level communication products.
  • Design dashboard concepts and performance views that communicate service health, recruiting pipeline status, modernization progress, risks, and outcomes.
  • Partner with the User Experience Designer to visualize research findings, personas, concepts, prototypes, validation results, and service-design artifacts.
  • Partner with the Technical Engineer Recruiter to visualize workforce demand, talent markets, candidate journeys, recruiting channels, pipeline performance, and role or skill relationships.
  • Partner with the Product Owner to present product vision, backlog priorities, delivery roadmaps, dependencies, decisions, and progress in concise, actionable formats.
  • Develop and maintain reusable templates, component libraries, style guidance, and visual standards that improve consistency and accelerate delivery.
  • Apply appropriate data visualization principles, selecting visual forms that accurately represent quantitative and qualitative information.
  • Ensure visual products are accurate, accessible, audience-appropriate, and compliant with applicable Section 508 and organizational standards.
  • Manage multiple concurrent design products, versions, reviews, and deadlines while maintaining strong quality control and attention to detail.
  • Present design rationale, receive stakeholder feedback, and revise products efficiently while preserving message clarity and visual integrity.
Qualifications Required Qualifications

Additional directly relevant experience may be considered in lieu of a degree.
  • Portfolio demonstrating strong visual storytelling, information design, executive communications, data visualization, and presentation design capabilities.
  • Experience translating complex technical, operational, policy, administrative, or research content into clear visual products for diverse audiences.
  • Demonstrated experience producing executive briefings, infographics, process diagrams, roadmaps, dashboards, reports, and other decision-support materials.
  • Advanced proficiency with Adobe Creative Suite and Microsoft PowerPoint, with proficiency in Figma or comparable collaborative design tools.
  • Working knowledge of data visualization principles, typography, layout, color, hierarchy, visual accessibility, and information architecture.
  • Experience collaborating with researchers, product owners, functional subject matter experts, analysts, technical teams, and senior stakeholders.
  • Ability to manage multiple priorities, incorporate feedback quickly, and deliver polished products under short timelines.
  • Strong written, verbal, visual, organizational, and client-engagement skills with exceptional attention to detail.
  • U.S. citizenship and ability to meet government security, suitability, and system-access requirements associated with the position.
Preferred Qualifications
  • Experience supporting Department of Defense, a Fourth Estate agency, or another federal organization.
  • Experience visualizing human capital, personnel, talent acquisition, workforce analytics, organizational transformation, or service modernization topics.
  • Experience creating visual products for general officers, senior executives, command staffs, or other senior decision makers.
