Job Title: Program Manager / Virtual Security Operations Center (vSOC)- CISSP

Location: Remote/ Hybrid (Washington, DC metro preferred- on-site requirements in the Washington, DC metro aera)

Essential Job Functions:
  • Lead program planning, resource management, scheduling, and risk mitigation through a formal Program Management Plan (PMP).
  • Deliver and maintain a Quality Control Plan (QCP) ensuring contract deliverables meet SLA thresholds and federal cybersecurity standards.
  • Serve as the primary interface to the federal Contracting Officer and Contracting Officer's Representative.
  • Manage internal staffing, subcontractors, and stakeholder coordination.
  • Conduct kickoff briefings, status reviews, and quarterly reporting.
  • vSOC Operations Management
  • Direct the operations of a contractor-hosted Virtual Security Operations Center (vSOC) delivering 24/7 monitoring, threat detection, and incident response.
  • Supervise tiered SOC teams and ensure shift coverage, operational performance, and audit-readiness.
  • Oversee incident handling, malware reverse engineering, SIEM optimization, and threat analytics.
  • Ensure compliance with federal security frameworks including FISMA, NIST SP 800-53/800-207, EO 14028, and Zero Trust requirements.
  • Develop and report on performance metrics, threat trends, and continuous improvement actions.

Required Education and Experience:
  • CISSP certification (required)
  • 10+ years of experience in cybersecurity or IT program management
  • 5+ years managing SOC or vSOC environments in the federal or defense sector
  • Strong understanding of federal compliance frameworks (FISMA, NIST, OMB, Zero Trust)
  • Experience developing and executing PMPs and QCPs for complex government programs
  • Demonstrated leadership with both technical and client-facing teams
  • Must be a U.S. citizen with an active TS/SCI clearance or eligible to obtain one

Preferred Qualifications:
  • PMP, CISM, CISA, or ITIL certification
  • Experience with VDI environments (e.g., Citrix, Nutanix)
  • Familiarity with SIEM platforms (Splunk preferred), IDS/IPS, endpoint protection
  • Background in incident response, vulnerability management, and federal audit cycles
  • Strong communication skills with ability to brief stakeholders and manage technical staff
