As Vice President of Program Services, you will serve as a key executive leader responsible for shaping the future of our service delivery, driving growth, innovation, and measurable outcomes across a diverse portfolio of community-based disability services.

This high-impact role provides the opportunity to expand access to gainful employment, workforce development, and community engagement for individuals with disabilities while positioning Didlake as a regional and national leader in disability employment and support services.

What You Will Do

Strategic Leadership & Growth
  • Lead the vision, strategy, and multi-year growth plan for program services aligned with organizational goals.
  • Serve as a strategic partner to Business Development leading the identification, evaluation, and end-to-end execution of growth opportunities to advance organizational scale and impact. Drive expansion priorities across:
    • Geographic markets
    • Service lines (e.g., education, social services, behavioral support, customized employment, technology-enabled services)
    • Public, private, and grant-funded sources
  • Partner with executive leadership to pursue mergers, partnerships, and strategic alliances that expand impact.
  • Drive innovation by incorporating emerging best practices, technology, and person-centered models.

Program & Operational Excellence
  • Provide executive oversight for:
    • Employment services, including supported and customized employment
    • Day support and community engagement programs
    • Pre-Employment Transition Services (Pre-ETS)
    • Workforce development and training programs
    • Other person-centered services and supports
  • Ensure programs achieve measurable outcomes related to employment placement, independence, and quality of life.
  • Establish and monitor KPIs, dashboards, and performance metrics to drive accountability and continuous improvement.
  • Ensure operational scalability and service consistency across multiple locations.

Regulatory Compliance & Quality Assurance
  • Ensure compliance with all applicable regulatory, accreditation, and funding requirements, including DMAS, DBHDS, CARF, DARS, AbilityOne, and related entities.
  • Lead quality assurance and performance improvement systems across all service lines.
  • Partner with executive leadership to oversee organizational risk management.
  • Ensure timely reporting, audit readiness, and operational compliance.

Financial Management
  • Develop and manage multi-million-dollar departmental budgets.
  • Align program operations with reimbursement structures, revenue models, and contract requirements.
  • Identify opportunities to improve operational efficiency, increase margins, and diversify revenue streams.

Stakeholder Engagement & External Relations
  • Serve as a senior representative of Didlake with government agencies, policymakers, funders, referral sources, community partners, and advocacy organizations.
  • Collaborate with public policy leaders to influence disability policy and advance workforce inclusion initiatives.
  • Build relationships that generate referrals, funding opportunities, and strategic partnerships.

People Leadership & Culture
  • Lead, mentor, and develop directors and program leaders.
  • Foster a culture of accountability, inclusion, innovation, and continuous improvement.
  • Partner with Human Resources on workforce planning, recruitment, retention, and leadership development.
  • Promote best practices in supporting employees with disabilities and advancing inclusive workforce participation.


What You Bring

Education & Experience
  • Bachelor's degree in human services, Rehabilitation, Business Administration, or a related field required; master's degree preferred.
  • Minimum of 10 years of progressive leadership experience in disability services, behavioral health, workforce development, or related fields.
  • At least 5 years of senior or executive leadership experience with multi-site operational oversight.
  • Demonstrated success scaling programs, leading growth initiatives, and managing complex service systems.

Skills & Abilities
  • Deep knowledge of Medicaid waiver services, reimbursement systems, employment services, and workforce development models.
  • Strong understanding of regulatory frameworks including DMAS, DBHDS, CARF, DARS, AbilityOne, and related agencies.
