What you'll do

The Vice President, Quality and Chief Nursing and Allied Health Officer reports to the President and Chief Executive Officer. This VP position is accountable to advance quality, patient safety, accreditation, infection prevention and control, Indigenous specific anti-racism, patient partnerships and experience, ethics, and professional practice and learning across PHSA, and works in partnership with clinical operations, Medical & Academic Affairs, Indigenous Health, People & Culture, and organizational and system partners. The role champions alignment between clinical practice, quality outcomes, workforce capability, and system learning, bridging strategy and execution within a complex healthcare environment.

This VP role provides executive leadership for a comprehensive quality and safety system designed to support the delivery of specialized clinical services, including quality and patient safety strategy, standards, performance oversight and reporting, patient/family engagement and experience, accreditation, the Patient Care Quality Office (PCQO), Infection Prevention and Control (IPAC), and antimicrobial stewardship. High-level responsibilities include:

• Builds strong partnerships with Indigenous health to champion the implementation of patient safety best practices and drives a positive safety culture, including a focus on Indigenous-specific racism and discrimination as a patient safety priority and supports learning, accountability and continuous improvement.
• Advances professional practice and workforce strategies that optimize scope of practice and team-based models of care; ensures consistency and excellence in professional standards; aligns practice, education and resource development (policies, procedures and decision support tools) with evolving regulatory requirements and best practice; enables an inclusive resilient, future-ready workforce.
• Oversees Accreditation Canada activities for the organization, including liaison with Accreditation Canada and provincial tables; leads heath authority-wide readiness, reporting and sustainment practices to meet accreditation standards.
• Oversees compliance and achievement of the health regulator practice standards set out by the Indigenous Cultural Safety, Cultural Humility, and Anti-Racism practice standard within the areas of nursing and allied health.
• Provides executive oversight of PHSA's person-centred care strategy; works to ensure principles are embedded across service planning, care delivery, and evaluation, and that the voices of the people we serve influence quality improvement priorities.
• Fosters an anti-racist, ethical practice and well-being through oversight of the ethics and spiritual health program.
• Provides Nurse Practitioner (NP) strategic leadership by advancing the role through strategy, partnerships, advocacy, policy influence and system innovation and co-leads the NP Department in partnership with Medical & Academic Affairs.
• Through partnership with academic institutions and Health Authority representatives, enables teams across the province to support health program students to meet their placement requirements to support the successful transition of new members to the workforce.
• Sets strategic direction for nursing and allied health entry-to-practice and professional development, including educator and career pathways, Indigenous nursing pathways, employed student programs, internationally educated workforce programs, and student practice, fostering high-quality practice and learning environments across the organization.
• Partners with the Executive Leadership Team (ELT) and clinical leaders to drive system-level improvements in clinical outcomes, patient experience, and workforce effectiveness; champions the development and maintenance of a learning health system that translates evidence and frontline insights into improved care delivery and outcomes.
• Advises the CEO and Board on quality of care, patient safety risks, and matters pertaining to nursing and allied health practice, including regular reporting to Board committees.
• Partners closely with Medical and Academic Affairs to provide integrated clinical stewardship across PHSA, ensuring alignment of medical, nursing, and allied practice with quality, safety, and system priorities.
• Informs the Clinical Informatics agenda in partnership with Medical and Academic Affairs, ensuring alignment between clinical practice, quality and safety priorities, foundational and legislative commitments and digital enablement to support effective care delivery and system performance.
• Builds strong partnerships with Ministry of Health, regulatory bodies, academic institutions, Indigenous leaders and organizations, and provincial/national organizations.
• Collaborates with senior leadership from other health authorities and the Ministry of Health to implement province-wide systems improvements and optimize nursing and allied health scopes of practice and models of care.
• Leads and develops high-performing, interdisciplinary teams, fostering and modelling a culture free from racism and discrimination and of collaboration, accountability, continuous improvement, and learning.

What you bring

Qualifications and Certifications

• A level of education, training, and experience equivalent to a master's degree in nursing or a related health discipline (doctoral degree preferred, e.g., PhD, DNP, DrPH), with current registration with the applicable regulatory body (e.g., BCCNM).
• 15+ years' progressively senior leadership experience in complex, multi-site healthcare environments, including system-level leadership of quality, patient safety, and professional practice portfolios.
• Certification in quality improvement methodologies (e.g., Lean, Six Sigma, CPHQ).
• Demonstrated knowledge of the historic and ongoing impacts of settler colonialism and racism on Indigenous Peoples in social and health contexts, including clear understanding of and commitment to eradicate Indigenous-specific racism and discrimination and embed Indigenous Cultural Safety and Humility.
• Demonstrated knowledge and understanding of applicable provincial legislative obligations, including the Health Professions and Occupations Act (2022, in force 2026).
• Demonstrated knowledge and understanding of provincial commitments within PHSA contexts from provincial and national foundational documents including In Plain Sight (2020) and others.

Skills and Experience

• Demonstrated experience leading quality, safety, and/or professional practice portfolios at scale.
• Proven ability to lead large-scale system change, including integration across multiple programs and partners.
• Deep understanding of health system design, clinical governance, and workforce strategy.
• Experience working with provincial partners, including Ministries, regulators, and academic partners.
• Strong track record of influencing at the executive and board level.
• Demonstrated capability to lead by example in advancing Indigenous-specific anti-racism and broader DEI and anti-racism objectives and in fostering a culture of continuous learning, inclusion and belonging.

Job Type: Regular Full-Time
Salary Range: $232,020 - $304,526. The starting salary for this position would be determined with consideration of the successful candidate's relevant education and experience and would be in alignment with the provincial compensation reference plan.
