Full Job Description
The Vice President, PACE Strategy & Value-Based Partnerships is responsible for advancing the strategic growth, operational optimization, and value-based evolution of the organization's PACE division. Reporting directly to the Chief Operating Officer, PACE, this executive partners with operational, clinical, and administrative leaders to strengthen existing PACE programs while developing innovative care models, strategic partnerships, and value-based reimbursement strategies that support long-term organizational growth.
The Vice President serves as a strategic leader responsible for identifying opportunities to improve operational performance, expand access to care, enhance participant outcomes, and develop complementary services that extend the PACE continuum. This includes leadership of strategic initiatives such as PACE Lite, assisted living and senior housing partnerships, Veterans Affairs collaborations, Management Services Organization (MSO) development, Medicare Advantage partnerships, and other innovative value-based care models.
Working collaboratively across the organization, this leader translates strategy into execution by leading cross-functional initiatives that improve performance, optimize operations, and position the PACE division for continued growth and innovation.

Executive Accountabilities

1. PACE Operations Optimization & Performance

Partner with the Chief Operating Officer and Senior PACE Director to continuously improve operational performance across the PACE enterprise.

Responsibilities include:

  • Lead enterprise-wide operational improvement initiatives that enhance efficiency, participant experience, quality outcomes, and financial performance.
  • Analyze operational performance and identify opportunities to improve enrollment, participant retention, access to care, care coordination, and operational consistency.
  • Partner with the Senior PACE Director to monitor organizational performance through key operational dashboards and performance metrics.
  • Lead cross-functional initiatives that improve workflows, operational processes, participant access, and service delivery.
  • Identify, implement, and standardize operational best practices across all PACE centers.
  • Sponsor initiatives that improve interdisciplinary team effectiveness, care coordination, utilization management, and participant satisfaction.
  • Support operational readiness for new center openings, service area expansions, and implementation of strategic initiatives.
  • Champion innovation through technology, analytics, artificial intelligence, and process improvement initiatives that strengthen operational performance.
  • Collaborate with Finance, Clinical Leadership, Quality, Compliance, Information Technology, and other departments to improve organizational performance and achieve strategic priorities.

2. Value-Based Strategy & Business Development

Lead strategic initiatives that strengthen and expand the organization's value-based care portfolio.

Responsibilities include:

  • Develop and implement strategic initiatives that support the long-term growth of the PACE division.
  • Lead the development and implementation of PACE Lite and other innovative care models that expand services for older adults.
  • Evaluate opportunities to expand services through assisted living communities, affordable senior housing providers, home-based care models, and community partnerships.
  • Identify and evaluate opportunities for new PACE centers, service area expansion, strategic affiliations, acquisitions, and joint ventures.
  • Assess emerging payment models, regulatory changes, and market opportunities to strengthen organizational competitiveness.
  • Develop business cases and implementation plans for strategic initiatives approved by executive leadership.

3. Strategic Partnerships & Value-Based Contracting

Develop strategic partnerships and innovative reimbursement arrangements that expand access to care and strengthen organizational sustainability.

Responsibilities include:

  • Develop and maintain executive relationships with Medicare Advantage organizations, Medicaid managed care organizations, health systems, physician organizations, accountable care organizations, Veterans Affairs, community organizations, and other strategic partners.
  • Lead development, negotiation, implementation, and optimization of value-based reimbursement arrangements and strategic partnerships.
  • Develop opportunities for partnerships that support PACE growth, integrated care delivery, specialty services, and complementary value-based programs.
  • Lead the organization's strategy for developing Veterans Affairs partnerships and contracting opportunities under the Senator Elizabeth Dole 21st Century Veterans Healthcare and Benefits Improvement Act to improve access to PACE and related services for eligible Veterans and caregivers.
  • Collaborate with Legal, Finance, Compliance, and Operations to ensure successful implementation and ongoing performance of contractual relationships.
  • Monitor contract performance and recommend operational and strategic improvements that maximize value and organizational sustainability.

4. Performance Improvement & Innovation

Champion innovation and continuous improvement throughout the PACE division.

Responsibilities include:

  • Lead enterprise performance improvement initiatives that improve quality, participant outcomes, and operational effectiveness.
  • Identify opportunities to reduce avoidable emergency department utilization, hospitalizations, institutional placements, and total cost of care.
  • Evaluate innovative care delivery models, technologies, analytics, and digital health solutions that enhance participant care and organizational performance.
  • Promote data-driven decision-making and performance improvement across the organization.
  • Support implementation of organizational strategic priorities through effective project leadership and change management.

5. Executive Leadership

  • Serve as a member of the PACE senior leadership team and strategic advisor to the Chief Operating Officer.
  • Partner with the Senior PACE Director and organizational leaders to align operational priorities with long-term strategic objectives.
  • Foster collaboration across operations, clinical services, finance, quality, compliance, network and business development, and external partners.
  • Represent the organization with payers, provider organizations, community partners, Veterans Affairs, government agencies, and industry associations.
  • Present strategic initiatives, partnership opportunities, and performance updates to executive leadership and the Board of Directors, as requested.
  • Build collaborative relationships that foster innovation, accountability, operational excellence, and continuous improvement.

Qualifications

Required

  • Master's degree in Healthcare Administration, Business Administration, Public Health, Finance, Nursing, or a related field.
  • Minimum of seven (7) years of progressive healthcare leadership experience, including significant experience in PACE, value-based care, managed care, population health, provider contracting, or healthcare strategy.
  • Demonstrated experience leading cross-functional strategic initiatives and operational improvement efforts.
  • Experience developing and implementing value-based reimbursement arrangements, strategic partnerships, or innovative care delivery models.
  • Strong understanding of PACE regulations, healthcare reimbursement, Medicare Advantage, Medicaid managed care, and value-based payment models.
  • Demonstrated success building collaborative relationships across clinical, operational, and executive leadership teams.
  • Excellent communication, negotiation, project management, and executive presentation skills.

Preferred

  • Executive leadership experience within a PACE organization.
  • Experience developing PACE expansion initiatives, PACE Lite programs, or other innovative models serving older adults.
  • Experience working with Veterans Affairs programs or federally funded healthcare initiatives.
  • Experience with Management Services Organizations (MSOs), provider enablement organizations, or clinically integrated networks.
  • Experience leading strategic partnerships, market expansion, or healthcare business development initiatives.

Compensation Pay Range:

$30,000.00 - $700,000.00
