Summary

This position is part of the Haskell Indian Nations University, Bureau of Indian Education (BIE), Department of the Interior (DOI). As a Vice President of University Operations you will be responsible for providing executive oversight and direction for essential operational functions, including facilities, grounds, custodial services, dining, safety, security and other university support services.

As a University Operations Manager (Vice President of University Operations), GS-0301-14, your typical work assignments will include the following under supervision:

  • Serving as Vice President of University Operations, providing senior-level direction, oversight, and accountability for the broad and complex scope of services including Campus Security, Dining Services, Facilities Management, Safety, Maintenance, Grounds & Custodial Services.
  • Establishing operational priorities, allocating resources, evaluating organizational performance, and ensuring the effective coordination and delivery of essential services in support of the university's mission and daily operations.
  • Supporting the President by planning, organizing, directing, coordinating, and managing university-wide administrative and support resources and activities within the scope of Haskell Indian Nations University.
  • Directing and overseeing general support and operational services for Haskell Indian Nations University, including property management, procurement, supply management, and related administrative functions.
  • Providing senior management oversight and accountability to the President for the effective and efficient management, operation, safety, maintenance, and stewardship of Haskell Indian Nations University's physical infrastructure.

  • Financial Statement Requirements (Required only at time of appointment): The candidate selected for this position must meet conflict of interest requirements of the Bureau of Indian Education (OGE Form 450 Confidential Financial Disclosure Report).

Applicants must meet the qualification requirements contained in the OPM Standards. For this position, they are listed below.

SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

GS-14 Grade Level: Your resume must demonstrate at least 1 year of specialized experience equivalent to at least the GS-13 grade level that includes: directing or overseeing diverse, organization-wide administrative and operational programs through subordinate supervisors; interpreting and implementing organizational policies, administrative requirements, and applicable laws or regulations, and coordinating with senior leaders, external organizations, and other stakeholders; overseeing acquisition, contracting, property management, resource allocation, and stewardship activities; managing or providing senior-level oversight of large-scale facilities, infrastructure, maintenance, construction, safety, security and related operational programs; evaluating organizational performance and using operational, financial, and resource information to develop recommendations, resolve complex problems, improve program effectiveness, and advise senior executives.

The pay flexibilities of a recruitment/relocation bonus may be authorized, pending availability of funds and management approval.

Initial appointments to the competitive or excepted service: The probationary or trial period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. In the absence of agency action to affirmatively certify continued employment beyond the probationary or trial period, such appointments are terminated. Upon completion of your probationary or trial period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

To be considered, applicants must be well-qualified (i.e., meet the minimum qualification requirements, including any selective placement factors; education, and experience requirements), score at least 85 on the assessment questionnaire, and be able to perform the duties of the position upon entry.
