Position SummaryThe Vice President of Instruction and Student Services will report directly to the President and manage the day-to-day operations of Instructional and Student Services college-wide.
Salary: Appropriate placement on ACCS Salary Schedule: B, $104,973 - $149,416
Work Hours: Monday through Thursday, 7:30 a.m. - 5:30 p.m., Friday 7:30 a.m. - 11:30 a.m.

Essential Duties and ResponsibilitiesInstructional Services
- Provides leadership and supervision of instructional units consistent with the vision, institutional goals and objectives of the College and the Alabama Community College System.
- Develops instructional policies, procedures, and programs for the College.
- Provides leadership in maintaining SACSCOC accreditation, program accreditation and certification standards.
- Coordinates the preparation of the college catalog, college calendar and college class schedule.
- Promotes academic integrity and creates an effective teaching and learning environment.
- Ensures and facilitates the appropriate, orderly, and timely flow of information from the instructional (and instructional support) units of the college to the President and other members of the administrative staff.
- Serves as a member of the President's Cabinet and other assigned committees.
- Promotes articulation of College courses and programs with secondary and other postsecondary institutions (including Dual Enrollment).
- Develops, manages and monitors an annual budget in conjunction with Deans to ensure that the budgetary, planning and operation functions meet the needs of Instructional Services.
- Work responsibly with Deans for the recruitment and retention of full-time faculty, part-time faculty, as well as staff personnel supporting the instructional unit.
- Provides leadership for annual program reviews of instructional programs.
- Provides effective leadership in developing instructional curricula, programs, and services that meet community and Business and Industry needs.
Student Services
- Work closely with the Dean of Students to ensure student services policies and procedures are in compliance with FERPA and other federal, state, and local regulations, policies, and procedures.
- Inform the President of all significant developments in the student services unit of the College.
- Supervise the development of annual student services objectives and strategies for the institutional planning process of the College.
- Work with the Dean of Student to formulate the annual student services budgets based on predetermined needs.
- Liaison among departments, functions or groups, within the College.
- Develop and maintain positive relations with the community to promote College partnerships and collaboration. May include working with various groups to bring diversity into the College.
- Develops mid-range plans to deal with specific circumstances including goals, objectives, priorities and recommendations.
- Implement ACCS admissions policies; develop sound admissions policies and procedures for the College. Assist instructional program personnel by advising them concerning the development and implementation of special admissions policies and procedures.
- With the Dean of Students, coordinate an effective and physically secure student records system in compliance with the Family Educational Rights and Privacy Act and in accordance with standards of the American Association of College Registrars and Admissions Officers.
- Ensure compliance with federal and state laws and regulations related to the American with Disabilities Act (ADA).
- Supervise the development and implementation of institutional policies related to student non-academic conduct and student due process.
- Facilitate, in cooperation with the other college administrators, the resolution of student-related grievances.
- Maintain affiliation with appropriate state, regional, and national professional organizations.
Grants and Federal Programs
- Works with faculty and staff, develops proposals for private, local, state, and federal funding sources in the form of grants, contracts, and other pertinent documents.
- Develops in concert with the Associate Dean of Planning, Research and Student Success, all forms and publications used by Federal Programs.
- Supports the Associate Dean of Planning, Research and Student Success as needed in the writing, editing, and research needed to support college grant applications.
- Oversees budget development, grant writing, as well as development and implementation of TRIO programs.
- Serves as the Cabinet representative related to Bevill State's accreditation as a College and within specific programs.
- Responsible for all of the College's grant efforts.
Workforce Development
- Lead and support BSCC Workforce development.
- Develop Action plan in conjunction with Chamber of Commerce.
- Provide appropriate and timely information when requested by the President, Chancellor and Board of Trustees.
- Works with all the economic development agencies in Alabama to determine training needs of the workforce and to develop training programs to address those needs.
- Continue support with the city of Jasper, Birmingham and surrounding areas.
- Identify grant opportunities from Federal and State areas.
- Collaborate with organizations, associations and councils to design and implement regionally focused strategic workforce initiatives.
- Utilize regional analysis to create viable programs for emerging demand industries.
- Provide customized learning opportunities to diverse populations of students, workers, organizations and businesses.
- Monitor performance and efficiency to improve programs and services as well as increase return on investment.
Perform all other duties as assigned by the President.
Qualifications - A minimum of a Master's degree from an accredited institution is required. Doctorate degree preferred.
- A minimum of five (5) years of working experience in an educational environment is required.
- A minimum of three (3) years of experience in management in higher education is required.
- A minimum of at least three (3) years of experience ensuring compliance with specialized program accreditation and/or institutional accreditation standards is required.
KNOWLEDGE, SKILLS AND ABILITIES:- Knowledge in overseeing multiple departments/divisions, budgets, personnel supervision, and strategic planning.
- Excellent written and verbal communication skills.
- Proficient computer usage.
- Understanding of the College's mission and vision.
- Experience in faculty leadership, evaluation, and development.
- A strong record of academic administrative experiences in progressively responsible positions, which includes experience in budgeting, space utilization, facility planning, and academic program and policy development.
- Knowledge of a variety of instructional technology and alternative instructional delivery methods.
- Knowledge of Federal and State policies and regulations.
- Experience in fostering collaboration between academics and the business community.
- Ability to establish and maintain effective working relationships with students, other employees, and the public in a pleasant and effective manner.
- Ability to maintain confidentiality of information.
- Ability to work and communicate with a variety of people from diverse backgrounds including students, parents, college employees, federal and state agency representatives, and the public.
- Ability to manage various situations in a calm and professional manner.
- Experience in leading processes designed to ensure student satisfaction and student engagement.
- A record of achieving institutional goals and directing major projects from inception to completion.
- A sensitivity and commitment to the educational and personal goals of a diverse faculty, staff, and student body at a multi-campus college.
- Experience in ensuring compliance with principles of accreditation as set forth by a regional accreditation body such as the Southern Association of Colleges and Schools Commission on Colleges (SACSCOC).
- A record of compliance with state and federal education mandates and guidelines related to curriculum development, program implementation, financial aid, and student privacy.
- Creativity, energy, and vision to help plan and lead the growth of a multi-campus college.
- A proponent of community engagement and service learning.
- Experience with fund-raising functions including grant development.
