SALARY: Commensurate based on experience

SUMMARY

Provide technical and administrative leadership to the Information Technology (IT) Department, for all aspects of infrastructure, operations, and cybersecurity. Maintain a network (on-premises and cloud-based) that is responsive to the requirements of the Tulsa Housing Authority (THA) and the technical support to reconfigure, re-engineer, maintain and operate the system as required. Provide technical support to other THA organizations in the processing of data, project management, strategic initiatives and report generation as required.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.

Technology Infrastructure & Systems Oversight
• Oversee all computer systems, servers, networks, and cloud-based platforms across the organization
• Ensure reliability, uptime, and performance of all IT systems and infrastructure
• Manage all telecommunications systems including phone systems, mobile devices, and connectivity services
• Oversee all electronic systems including security systems, access controls, and integrated technologies
• Ensure data integrity, system standardization, and alignment across departments

Cybersecurity & Risk Management
• Develop and implement a comprehensive cybersecurity program including policies, procedures, and incident response protocols
• Monitor and mitigate cybersecurity risks, threats, and vulnerabilities
• Ensure compliance with HUD, federal, state, and local data security and privacy requirements
• Lead agency-wide cybersecurity training and awareness programs for all staff
• Oversee disaster recovery and business continuity planning

Artificial Intelligence (AI) Oversight & Governance
• Establish policies and governance frameworks for the responsible use of AI across the agency
• Evaluate, approve, and monitor AI tools and systems to ensure alignment with THA goals and regulatory requirements
• Ensure ethical, secure, and compliant use of AI technologies, including data privacy and risk management
• Provide oversight of AI-driven processes to ensure transparency, accuracy, and accountability
• Lead staff training initiatives on appropriate and effective use of AI tools

Financial & Vendor Management
• Assist in developing, reviewing, managing the IT budget and capital technology investments
• Evaluate and recommend technology investments to improve efficiency and service delivery
• Manage vendor relationships including software providers, consultants, and telecommunications vendors
• Ensure contracts, services, and systems deliver value and meet performance expectations

Operations & Strategy
• Collaborate with departments to ensure technology supports operational needs and strategic initiatives
• Lead implementation and optimization of enterprise systems (e.g., property management, financial systems, resident platforms)
• Identify opportunities to improve processes through technology and automation
• Align IT and AI strategies with THA's broader strategic initiatives and development pipeline

Communication & Reporting
• Provide regular updates to executive leadership on system performance, cybersecurity, and technology initiatives
• Ensure accurate reporting and documentation of IT systems and processes
• Communicate technical concepts effectively to non-technical staff and stakeholders

Perform other duties as assigned.

SUPERVISORY RESPONSIBILITIES

Directly supervises three employees in the IT Department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION and/or EXPERIENCE

  • The position requires a minimum of a Bachelor level degree in Information Technology, Computer Science, or a related field.
  • Additionally, the position requires a minimum of 10+ years of progressive IT experience, ideally including multi-site environments; proven track record leading IT operations (help desk, systems, networks);
  • Experience with enterprise productivity platforms (Microsoft 365, Teams, SharePoint, OneDrive).
  • Required to possess a valid Oklahoma Driver's License.
