Scope of Job Reports directly to the Executive Vice President for Finance and Business Affairs and Chief Financial Officer and serves as the University's senior human resources executive and chief strategic advisor on human capital matters. Responsible for developing and executing enterprise-wide human capital strategies that support the University's academic mission, research enterprise, and expanding academic healthcare system. Provides executive leadership for workforce planning, talent acquisition, leadership development, organizational effectiveness, compensation strategy, employee relations, and HR operations while partnering with executive leadership to build a high-performing, service-oriented culture.
Description of Duties - Serves as the University's senior human resources executive and principal advisor to the Executive Vice President for Finance and Business Affairs and Chief Financial Officer on all human capital matters.
- Develops and implements an integrated enterprise human capital strategy aligned with the University's strategic priorities and long-range financial plan.
- Leads workforce planning initiatives supporting academic programs, research growth, and the University's expanding academic healthcare enterprise.
- Develops innovative recruitment and retention strategies for faculty, physicians, advanced practice providers, nurses, allied health professionals, researchers, executive leaders, and staff.
- Partners with Health Affairs leadership to develop workforce strategies supporting academic medicine, podiatric medicine, optometry, graduate medical education, faculty practice operations, ambulatory services, and future hospital operations.
- Directs executive succession planning, leadership development, mentoring, and organizational development initiatives across the enterprise.
- Oversees compensation, classification, benefits, executive compensation administration, HR policy, and total rewards strategies while ensuring fiscal stewardship.
- Collaborates with Finance on labor forecasting, workforce analytics, productivity initiatives, and long-range staffing models.
- Leads HR technology modernization and continuous process improvement initiatives.
- Ensures compliance with employment laws, UT System policies, accreditation standards, and healthcare workforce regulations.
- Represents the University with UT System, healthcare partners, governmental agencies, and external organizations on human capital matters.
- Partners with executive leadership to assess organizational structure, span of control, operating models, and workforce alignment to ensure the University's organizational design supports strategic priorities, operational excellence, financial sustainability, and organizational agility.
- Leads executive talent management, including executive recruitment, succession planning, executive onboarding, leadership assessment, and executive development to strengthen institutional leadership capacity.
- Provides executive leadership for institutional change initiatives by developing workforce strategies that support organizational transformation, cultural alignment, and successful implementation of strategic initiatives.
- Leads and develops a high-performing Human Resources leadership team that provides strategic consultation and trusted advisory services to executive leadership, academic units, administrative divisions, and the University's academic healthcare enterprise.
- Serves as a trusted executive advisor on complex human capital matters affecting faculty, physicians, clinical professionals, researchers, and staff throughout the employment lifecycle, including executive recruitment, succession planning, compensation strategy, organizational design, performance management, leadership development, and workforce planning.
- Serves as the University's principal executive advisor on human capital strategy and organizational effectiveness, providing counsel to the Executive Vice President for Finance and Business Affairs and Chief Financial Officer, the President, and the executive leadership team on matters affecting institutional performance, executive leadership, workforce strategy, and organizational transformation.
- Participates as a member of executive committees and institutional leadership groups as assigned, including the President's bi-semester executive leadership meetings.
- Performs other duties as assigned.
Supervision Received General supervision from the Executive Vice President for Finance and Business Affairs and Chief Financial Officer.
Supervision Given Direct supervision of assigned staff.
Required Education Master's degree in Human Resources, Business Administration, Public Administration, Organizational Leadership, Healthcare Administration, or a related field from an accredited institution.

Licenses/Certifications As required by position.
Required Experience Ten (10) years of progressively responsible executive leadership experience in human resources, organizational development, talent management, or workforce strategy.
Preferred Experience Experience in a complex academic healthcare environment, including an academic medical center, teaching hospital, integrated healthcare system, physician practice, or ambulatory care network. Demonstrated experience leading talent acquisition, workforce planning, and leadership development initiatives for clinical and healthcare professionals.
Equipment Use of standard office equipment.
Working Conditions Needs to be able to perform all required duties. Office environment with travel throughout the Rio Grande Valley and occasional evening and weekend work. UTRGV is a distributed institution requiring presence at multiple campus and clinical locations throughout the Rio Grande Valley.
Other Exceptional executive leadership, communication, organizational, and relationship-building skills. Demonstrated ability to lead organizational transformation, build high-performing teams, influence executive decision-making, and support both higher education and academic healthcare operations through strategic human capital leadership.
