Job DescriptionJ. Sargeant Reynolds Community College seeks a visionary, collaborative, and strategic leader to serve as its next
Vice President of Finance and Administration (VPFA). Reporting directly to the President and serving as a member of the President's Executive Leadership Team, the VPFA provides executive leadership for the College's financial and administrative operations while helping shape institutional strategy and advancing the College's mission.
The Vice President is responsible for developing long-range financial strategies, ensuring responsible stewardship of public resources, strengthening organizational effectiveness, and creating the operational foundation necessary for exceptional student success. The VPFA provides leadership for Financial Services, Human Resources, Facilities Management, and Campus Safety and Security across multiple campuses serving more than 15,000 credit and workforce learners annually.
Working closely with the President, executive leaders, faculty, staff, and external partners, the Vice President helps cultivate a culture of innovation, accountability, transparency, and continuous improvement. The successful candidate will be an experienced executive who combines sound fiscal judgment with strategic vision, values collaboration, embraces change, and understands how administrative excellence advances student success.

Essential Functions:Executive Leadership- Serve as a trusted advisor to the President on institutional strategy, financial sustainability, organizational effectiveness, and operational priorities.
- Partner with the President and Executive Cabinet to advance the College's strategic plan and institutional goals.
- Lead long-range financial planning, capital planning, and resource allocation strategies that position the College for sustained success.
- Champion a culture of collaboration, innovation, accountability, and continuous improvement across administrative operations.
- Anticipate emerging opportunities and challenges and develop proactive strategies that strengthen institutional resilience.
- Collaborate across divisions to ensure administrative operations effectively support teaching, learning, workforce development, and student success.
- Serve as the College Incident Commander and advise the President regarding operational continuity during emergencies and campus closures.
Financial Leadership- Provide executive oversight of all financial operations, including budgeting, accounting, purchasing, payroll, financial reporting, cash management, and internal controls.
- Develop and implement multi-year financial strategies aligned with enrollment trends, workforce needs, and institutional priorities.
- Lead development of the College's annual operating and capital budgets and provide financial analyses that support strategic decision-making.
- Ensure compliance with all federal, state, local, and Virginia Community College System financial regulations, policies, and reporting requirements.
- Direct external audits and strengthen internal controls that promote transparency, accountability, and sound fiscal stewardship.
- Analyze financial trends, funding scenarios, and resource needs to support informed executive decision-making.
- Oversee year-end financial reporting and stewardship of College appropriations and cash management.
Human Resources Leadership- Provide strategic leadership for Human Resources, including talent acquisition, employee engagement, compensation, benefits, organizational development, and performance management.
- Partner with senior leaders on workforce planning, succession planning, organizational design, and leadership development.
- Foster a high-performing workplace where employees are supported, developed, and empowered to succeed.
- Ensure compliance with applicable employment laws and Virginia Community College System and College policies.
Facilities, Safety, and Administrative Operations- Provide strategic oversight for facilities planning, maintenance, construction, deferred maintenance, and capital improvement projects.
- Lead long-range facilities planning that supports enrollment growth, instructional innovation, and evolving workforce needs.
- Ensure safe, secure, accessible, and welcoming learning environments through leadership of campus safety, emergency preparedness, risk management, and regulatory compliance.
- Guide stewardship of the College's physical assets and support sustainability initiatives.
- Recommend to the President operational changes or campus closures resulting from emergencies, severe weather, or other extraordinary circumstances.
Collaboration and Institutional Engagement- Build collaborative relationships across the College that foster transparency, trust, and shared accountability.
- Communicate complex financial, operational, and organizational issues clearly and effectively to diverse audiences.
- Represent the College with the Virginia Community College System, governmental agencies, community organizations, and external partners.
- Support institutional decision-making through thoughtful analysis, collaboration, and strategic leadership.
- Conduct special analyses, reports, presentations, and other assignments as requested by the President.
- Perform other duties as assigned.
Special Assignments May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.
KSA's/Required Qualifications - Master's degree in finance, accounting, business administration, public administration, higher education administration, or a related field from an accredited institution.
- Minimum of ten years of progressively responsible executive leadership experience in higher education, government, or another complex public-sector organization.
- Demonstrated success leading organizational change and developing long-term strategic financial plans.
- Experience overseeing complex budgets, financial operations, and administrative services.
- Strong knowledge of public-sector finance, governmental accounting, budgeting, compliance, and risk management.
- Demonstrated ability to build collaborative relationships and lead through influence, sound judgment, and strategic thinking.
- Exceptional communication, analytical, and executive leadership skills.
Additional Considerations - Executive leadership experience in a community college or multi-campus higher education environment.
- Knowledge of Virginia public higher education funding and the Virginia Community College System.
- Experience leading organizational change and continuous improvement initiatives.
- Demonstrated success building high-performing teams and fostering a culture of accountability, innovation, and employee engagement.

Additional Information Type of Appointment: Full-time twelve-month administrative appointment. Salary range is $170k - $190k plus a highly attractive benefits package, including medical/dental/vision healthcare insurance, Virginia defined benefit retirement (pension) and defined contribution retirement (403b) income plans. Salary commensurate with education and experience of the applicant.
