The Vice President, Enterprise Contracts & Procurement leads the strategy and execution of enterprise-wide procurement administration, and business operations, ensuring efficiency, compliance, and alignment with corporate objectives. This role is part of the procurement leadership team and is responsible for optimizing procurement processes, driving operational excellence, and leveraging technology and capabilities to enhance service delivery and cost efficiency. This leader will oversee policy execution, automation strategies, supplier governance frameworks, and transactional procurement efficiencies to maximize value across operations. This role will partner closely with corporate stakeholders to elevate procurement operations, enhance supplier performance, and drive strategic sourcing and financial optimization. The ideal candidate will possess deep expertise in end-to-end procurement operations, compliance governance, demonstrate exceptional leadership skills, and have a proven track record of managing geographically dispersed teams in a highly matrixed environment. Responsibilities:

  1. Strategic Leadership:
    • Develop and implement a comprehensive procurement strategy that aligns with the company's overall business objectives and growth plans.
    • Lead and mentor the procurement team, fostering a culture of high performance, collaboration, and continuous improvement.
  2. Supplier Management:
    • Identify, evaluate, and establish relationships with key suppliers and vendors to ensure a reliable supply chain.
    • Negotiate favorable terms, pricing, and contracts with suppliers, ensuring compliance with all regulatory and contractual requirements.
    • Develop and manage supplier performance metrics and conduct regular reviews to ensure quality and delivery standards are met.
  3. Procurement Operations:
    • Oversee the procurement process for all defense contracts, ensuring timely and cost-effective sourcing of materials, services, and equipment.
    • Manage the end-to-end procurement lifecycle, from identifying needs and issuing RFPs to contract award and supplier performance management.
    • Ensure procurement activities comply with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and other applicable regulations.


  1. Risk Management:
    • Identify and mitigate risks related to supply chain disruptions, cost fluctuations, and compliance issues.
    • Develop contingency plans to address potential procurement challenges and ensure business continuity.
  2. Financial Management:
    • Develop and manage the procurement budget, ensuring optimal allocation of resources to meet strategic objectives.
    • Monitor and analyze procurement expenditures, identifying opportunities for cost savings and efficiency improvements.
  3. Stakeholder Collaboration:
    • Work closely with cross-functional teams, including legal, finance, and program management, to ensure alignment on procurement needs and priorities.
    • Act as the primary point of contact for procurement-related matters with customers, government agencies, and regulatory bodies.
  4. Innovation and Continuous Improvement:
    • Stay abreast of industry trends, emerging technologies, and best practices in procurement and supply chain management.
    • Drive continuous improvement initiatives to enhance procurement processes, tools, and systems.


Qualifications

  • Bachelor's degree in supply chain management, Business Administration, or a related field; advanced degree (MBA or equivalent) preferred.
  • A minimum of 15 years of experience in procurement, supply chain management, or a related field, with at least 5 years in a senior leadership role within the defense contracting industry.
  • In-depth knowledge of FAR, DFARS, and other applicable regulations governing defense procurement.
  • Proven track record of developing and executing successful procurement strategies in a complex, highly regulated environment.
  • Strong negotiation, analytical, and problem-solving skills.
  • Excellent leadership and team-building abilities, with experience managing large, diverse teams.
  • Exceptional communication and interpersonal skills, with the ability to effectively interact with stakeholders at all levels.
  • Professional certifications such as Certified Professional in Supply Management (CPSM) or Certified Federal Contracts Manager (CFCM) are highly desirable.
  • Must have a minimum of a Top-Secret clearance with ability to obtain SCI and Poly.
