Full Job Description
Purpose and Scope:
Lead the business development efforts for assigned business line.

Essential Responsibilities:
  • Lead and manage the organization's overall business development efforts, ensuring that business development staff is adequately trained; coordinating workloads, priorities, and schedules to ensure timely and effective completion of work; and monitoring and evaluating staff performance.
  • Responsible for all government relations, including developing relationships with government agencies and their technical, contract, and procurement staff.
  • In conjunction with the President & CEO, Division leaders, and others inside and outside the organization, develop business development objectives, strategies, and plans for the corporation.
  • Participate in planning for the future development and growth of the organization, prepare company/division business development plans, and present them for review and approval.
  • Explore, research, and recommend teaming agreements, joint ventures, acquisitions, and/or asset sales.
  • Conduct long-range planning aimed at the development of new business targets and proposals. Develop and implement effective business development campaigns to generate new sales or increase sales with existing customers.
  • Maintain and develop an effective list of business development contacts.
  • Ensure the effective and efficient operation of the proposal office and ensure that business development responsibilities, authorities, and accountabilities are defined and understood throughout the company.
  • Participate in the proposal preparation process. Defines and develops proposal strategies, themes, discriminators, and format. Identifies cost, resource, and schedule requirements.
  • Develop and maintain a comprehensive database on competitors and potential teaming partners, including capabilities, cost information, and business strategies.
  • Track, monitor, and report on submitted and pending bids and approaching business opportunities. Appraise and evaluate lost bids and develop and recommend ways to improve the company's win rate.
  • Report on business development results, issues, and concerns to the President & CEO.
  • Represent the organization in its relationship with customers, government agencies, teaming partners, competitors, professional affiliations, and community organizations.
  • Ensure that all business development activities comply with internal policies and practices, laws, and regulations.


Minimum Position Knowledge, Skills and Abilities Required:
Bachelor's degree (Master's degree preferred); 15 years of progressive business development experience and a proven track record with sales to Federal Government agencies. Excellent analytical, organizational, and communication skills. Position requires a thorough understanding of government contracting/customers and the proposal process. Must be articulate with executive presence, creative and forward-looking, clear thinker and decision-maker, change agent and have a proven track record of continuous business development activities. Position requires travel. Position may require the ability to pass and maintain a Security Clearance.

Work Environment, Physical Demands, and Mental Demands:
Typical office environment with no unusual hazards, occasional lifting to 20 pounds, consistent sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communications, constant mental alertness, must possess planning/organizing skills, and must be able to work under deadlines.
