Summary

Reporting to the executive leader, the Vice President, Operational Support Services (Canada & USA), support functions and oversees key functions supporting the company's activities across all sites in Canada and the United States.

The position holder ensures governance of specialized teams in estimation, mobilization, operational training, asset management, building condition assessments, operational excellence, client satisfaction, technical writing, remote monitoring, Maintenance Management, methods and operational compliance.

The role requires regular travel to support sites, harmonize practices, assist with contract start-ups, and maintain a high level of operational performance. Teams are primarily located in Montréal, with some members based outside Québec, including Toronto, Vancouver, the United States, or other regions depending on business needs.

Description

STRATEGIC LEADERSHIP AND GOVERNANCE
  • Define the vision, priorities, and governance of operational support services in Canada and the United States.
  • Align support teams with the priorities of the CEO, operations, and corporate functions.
  • Implement indicators to monitor support quality, satisfaction, compliance, and generated value.
  • Promote strategies and technologies that improve business results, operational efficiency, and value creation.
  • Prioritize incoming requests and plan long-term resource needs.

SCOPE OF TEAMS UNDER RESPONSIBILITY
  • Oversee estimation to ensure quality, consistency, and competitiveness of service offerings, projects, and renewals.
  • Define operational plans for new business opportunities, in collaboration with operations, to provide competitive, realistic proposals aligned with contract requirements.
  • Supervise mobilization teams to ensure new contract start-ups, team integration, and standardized practices.
  • Develop the Equans Academy to establish effective training tools and processes adapted to operational realities.
  • Oversee asset maintenance plans and building condition assessments to ensure reliability of installations and investment priorities for operations and clients.
  • Establish and maintain lifecycle and asset condition tracking models to support investment planning, capital project prioritization, and justification to operations and clients.
  • Improve operational excellence and client satisfaction by measuring, enhancing, and standardizing service quality delivered to clients and sites.
  • Coordinate technical writing for public-private partnership mandates to produce required contract documentation.
  • Standardize methods and operational compliance to ensure consistency of tools, data, and processes.
  • Manage the 24/7 remote monitoring center for distant sites with a team of specialized technicians and required infrastructure.

OPERATIONAL SUPPORT - CANADA AND UNITED STATES
  • Act as the executive coordination point for operational support functions serving managed sites in Canada and the United States.
  • Ensure support teams understand site needs, contractual requirements, client constraints, and performance priorities.
  • Facilitate resolution of cross-functional issues between support teams, operations, and corporate functions.
  • Support sites during mobilizations, transformations, audits, compliance issues, improvement plans, reorganizations, or major scope changes.

METHODS, CMMS, DATA AND OPERATIONAL COMPLIANCE
  • Standardize operational methods, Maintenance Management, and data governance.
  • Ensure consistent use of tools supporting planning, execution, and activity tracking.
  • Strengthen compliance through controls, indicators, and action plans.
  • Promote documentation rigor, traceability, and data reliability.

BUSINESS DEVELOPMENT, MOBILIZATION AND PROPOSALS
  • Support preparation of bids, renewals, P3 projects, and service additions.
  • Ensure contribution of estimation, mobilization, asset maintenance, and operational excellence teams to proposal strategies and transition plans.
  • Contribute to competitiveness, quality, and credibility of proposals through a structured, financially responsible approach aligned with field realities.

HEALTH, SAFETY AND QUALITY
  • Ensure operational support services reinforce EQUANS' HSE priority and integrate prevention requirements into methods, training, mobilizations, and audits.
  • Promote common standards of quality, compliance, and safety.
  • Integrate safety, compliance, and client satisfaction into operational performance.
  • Strengthen quality and continuous improvement by monitoring business issues and survey results to intervene quickly, prevent recurrence, and implement adapted processes, technologies, and control plans.
  • Analyze surveys, performance indicators, business results, and operational trends to formulate robust improvement strategies, increase service quality, and improve business outcomes.

FINANCIAL MANAGEMENT AND VALUE CREATION
  • Develop the strategic plan for the scope, establish budgets and required investments, and monitor them to support operations, growth, and financial performance.
  • Monitor financial performance of support teams and value generated for sites.
  • Maximize value generated for internal and external clients through a results-oriented, efficient, and continuous improvement approach.
  • Optimize allocation of specialized resources.

TALENT, ORGANIZATION AND COLLABORATION
  • Develop a team of specialists recognized for rigor, availability, execution capability, and internal client orientation.
  • Ensure collaboration among managers responsible for various support functions.
  • Implement development, succession, and knowledge-sharing plans to reduce dependency on key expertise.
  • Promote a national and cross-border approach, considering teams based in Montréal and outside Québec, as well as realities of Canadian and U.S. markets.

ADMINISTRATION AND COMPLIANCE
  • Ensure compliance with policies, ethics rules, authority limits, regulatory requirements, corporate procedures, and governance mechanisms.
  • Coordinate with finance, HR, legal, procurement, HSE, IT, business development, and operations to ensure deliverable execution.
  • Perform any other related task associated with the role or requested by the President & CEO.

Requirement
  • Significant experience in operational leadership, operational support, operational excellence, mobilization, asset management, or multisite technical services.
  • Strong understanding of service contracts, facility management, RFP processes, contract start-ups, operational methods, and compliance.
  • Demonstrated ability to lead specialized teams, manage multiple priorities, and support operations across Canada and the United States.
  • Strong financial, analytical, and business skills to assess costs, benefits, risks, and impacts of operational decisions.
  • Recognized leadership in continuous improvement, client satisfaction, quality, HSE, change management, and mobilization of multidisciplinary teams.
  • Excellent communication, executive presentation, cross-functional coordination, and complex problem-solving skills.
  • Ability to travel regularly in Canada and the United States; some travel outside Québec required.
  • University degree in a relevant discipline or equivalent experience.
