Job DescriptionOnslow County is seeking a people-oriented, service-driven administrator to be the next
Veteran Services Director. The new Director is responsible for overseeing the delivery of County services in collaboration with the North Carolina Department of Military and Veterans Affairs and to maintain the current excellent service and high standards delivered by staff. Extensive knowledge of Veteran's benefits and programs is required to effectively reach Veterans in the County and ensure that Veterans are effectively getting services for which they are eligible.

Position Responsibilities:
Veteran Services Director Position and Department Overview: Reports to an Assistant County Manager and directly supervises departmental employees. The Director oversees and is responsible for the departmental budget. Extensive inter and intra agency engagement is a key responsibility of the position to reach Veterans and their families, to work with other non-profits and governmental organizations, to market the services to the community to ensure that every eligible Veteran knows what benefits s/he can access. The next Veteran Services Director must possess essential skills in community engagement, public presentations and program advocacy.

Position Responsibilities - Interviews veterans and their dependents to determine eligibility for service benefits; gathers supporting documentary evidence; process claims through the Department of Veterans Affairs.
- Counsels and assists veterans and their dependents of their rights and entitlements under various federal and state laws, obtains documents and affidavits.
- Completes applications for Federal and State benefits such as pension, disability compensation, hospital treatment, loans, insurance, scholarships, education and burial benefits.
- Prepares and presents information on veteran's programs to the public.
- Assists pensioned veterans and widows in completing their annual medical expense forms.
- Supervises department staff, including preparing, managing and monitoring yearly budget.
- Works in close coordination with the veterans' organizations in the county and assists them in providing information and services to veterans.
- Performs assigned functions as a Disaster Ready Team (DRT) member, if appointed or volunteer.
- Performs related tasks as required.
Qualifications Comprehensive knowledge of veteran's programs and benefits and applicable laws and regulations; thorough knowledge of community organizations, agencies and facilities related to veterans affairs; ability to understand, interpret and apply technical rules, directives and regulations; ability to deal with officials, veterans, dependents and others fairly and effectively; ability to establish and maintain effective working relationships with associates; ability to plan and supervise the work of subordinates.

Education, Experience, and Special Requirements Graduation from an accredited college or university with major course work in social services or related field and considerable experience in veterans service work.
North Carolina Division of Veteran's Affairs Certification and/or North Carolina accreditation within one year of employment required.

Once eligibility requirements are met, employees will be able to receive monthly payments for life based on their salary, age, and years of service credit.
NC401kThe County contributes 1% of employees' gross salary into the 401(k) account regardless of the employee's deferral amount. In addition, the County matches employee deferrals up to an additional 4%.
Vacation LeaveRegular full-time employees earn 13.5 days of vacation leave per year. With each 5-year increment of employment, vacation accrual increases.
Sick LeaveRegular full-time employees earn 12 days of sick leave per year.
Paid HolidaysCounty employees receive paid holidays annually. The Board of County Commissioners approves and may adjust the schedule as deemed necessary.
Teladoc Mental Health ServicesThe County provides Teladoc Mental Health Services to help employees and their families with personal, family and job-related problems such as depression, and substance abuse concerns.
Supplemental BenefitsCounty employees are also offered a variety of supplemental benefits such as Life Insurance, Flexible Spending Accounts, 457b Deferred Compensation Plan, and MetLife Supplemental Plans.
