Full Job Description
Koniag IT Systems, LLC a Koniag Government Services company, is seeking a Vendor/Asset/Financial Management Lead to support KITS and our government customer Washington, DC. The position is hybrid, requires 1 day onsite. This position requires the candidate to be able to obtain a Public Trust.

The Vendor / Asset / Financial Management Lead is the senior authority responsible for the accurate tracking, management, and reporting of CLIENT's IT asset inventory, software license compliance, vendor relationships, and IT financial and cost management activities. This individual leads the vendor, asset, and financial management team in delivering reliable, accurate, and actionable IT asset, license, vendor, and financial data in support of CLIENT's enterprise IT operations.

This role requires deep expertise in IT asset management, software license compliance, vendor management, and IT financial management practices, combined with strong leadership skills and the ability to manage a team that delivers consistent, high-quality asset, vendor, and financial management services across CLIENT's geographically distributed enterprise environment. The Vendor / Asset / Financial Management Lead serves as the primary point of contact for all IT asset, license, vendor, and financial management activities, ensuring that CLIENT maintains an accurate, complete, and audit-ready IT asset inventory and license compliance posture at all times.

This individual must be capable of operating autonomously - managing complex asset, vendor, and financial management activities within delegated authority without escalation to government personnel for routine or moderately complex matters - and must demonstrate expert-level knowledge of IT asset lifecycle management, software license compliance, vendor relationship management, and IT financial management practices in a Federal enterprise environment.

Key Responsibilities:

IT Asset Management Leadership & Operations:
  • Lead the vendor, asset, and financial management team in delivering accurate, complete, and audit-ready IT asset inventory and lifecycle management services
  • Establish and maintain IT asset management standards, procedures, and quality benchmarks aligned with ITIL 4 asset management practices and industry best practices
  • Oversee the full IT asset lifecycle, from acquisition through deployment, maintenance, and disposition, ensuring accurate tracking and accountability at every stage
  • Serve as the primary escalation point for complex IT asset management issues, discrepancies, and audit findings
  • Monitor IT asset inventory accuracy and completeness, taking proactive action to identify and resolve discrepancies
  • Coordinate with the Infrastructure and Platform Operations, Microsoft Infrastructure, End-User Services, and NOC teams on asset tracking and lifecycle management activities
  • Develop and maintain the IT asset management framework, including asset classification standards, lifecycle policies, and disposition procedures


IT Asset Inventory Management:
  • Maintain a comprehensive, accurate, and current IT asset inventory for all hardware, software, and cloud assets across CLIENT's enterprise environment
  • Oversee asset discovery, tracking, and reconciliation activities to ensure inventory accuracy and completeness
  • Manage the configuration management database (CMDB) for asset-related configuration items in the Government ITSM platform
  • Coordinate asset receiving, tagging, and intake activities for newly acquired IT assets
  • Lead periodic asset inventory audits and reconciliation activities to validate inventory accuracy against physical and logical asset records
  • Support disposition of end-of-life IT assets in accordance with Federal property disposal requirements and CLIENT procedures
  • Maintain accurate asset records in the Government ITSM platform, including asset status, location, assignment, and lifecycle stage


Software License Compliance & Management:
  • Lead software license compliance management activities across CLIENT's enterprise software portfolio, ensuring accurate license inventory and compliance with vendor licensing agreements
  • Maintain accurate software license records, including license entitlements, deployment counts, maintenance agreements, and renewal dates
  • Conduct periodic software license reconciliation activities to validate compliance and identify over-provisioning or under-utilization
  • Identify and remediate software license compliance risks, coordinating with the Applications & Integration Lead and SaaS Platform Administrator on license utilization data
  • Support software license renewal activities by providing accurate utilization data, compliance assessments, and technical recommendations to the Contracting Officer Representative
  • Develop and maintain software license management standards, procedures, and governance documentation
  • Coordinate with Microsoft, Adobe, and other major software vendors on license compliance inquiries and audits


Vendor Management & Coordination:
  • Serve as the senior vendor management authority, maintaining accurate vendor records and coordinating vendor relationships across CLIENT's IT vendor portfolio
  • Develop and maintain a comprehensive vendor inventory, including contract information, support contacts, service level agreements, and renewal dates
  • Coordinate vendor performance monitoring activities, tracking vendor service delivery against contractual commitments and SLAs
  • Lead vendor escalation activities for unresolved support cases, service delivery issues, and contract disputes
  • Support IT vendor contract renewal activities by providing accurate performance data, utilization records, and technical assessments
  • Coordinate with the Government COR and Contracting Officer on vendor-related contract activities as directed by the Contractor Program Manager
  • Maintain accurate vendor communication records, contract documentation, and performance data in the Government ITSM platform


IT Financial Management & Cost Tracking:
  • Lead IT financial management and cost tracking activities, providing accurate and actionable IT cost visibility data to support Agency IT operations
  • Develop and maintain IT cost tracking frameworks, including hardware, software, cloud, and vendor cost categories
  • Monitor IT expenditures against budget allocations, identifying variances and providing analysis to the Contractor Program Manager and Government stakeholders
  • Support IT budget planning activities by providing accurate asset, license, and vendor cost data and trend analysis
  • Coordinate cloud cost management activities, including AWS and Azure Government consumption tracking, cost optimization analysis, and reservation management recommendations
  • Develop and maintain IT financial reporting templates and dashboards that provide clear, accurate cost visibility to CLIENT leadership and OCIO stakeholders
  • Support chargeback and cost allocation activities for IT services as directed by the Government COR


Cloud Asset & Cost Management:
  • Lead cloud asset management activities across CLIENT's AWS commercial, AWS GovCloud, and Microsoft Azure Government environments
  • Track cloud resource inventory, including virtual machines, storage, databases, and platform services, in coordination with the Infrastructure and Platform Operations team
  • Monitor cloud consumption and cost trends, identifying optimization opportunities and providing recommendations to the Applications & Integration Lead and Infrastructure and Platform Operations team
  • Support cloud Reserved Instance and Savings Plan management activities to optimize cloud expenditure
  • Maintain accurate cloud asset and cost records in the Government ITSM platform and IT financial reporting dashboards
  • Coordinate with cloud vendor account teams on billing inquiries, cost anomalies, and optimization opportunities


Property Management System (PMS) Administration:
  • Establish, implement, and maintain CLIENT's documented property management system in accordance with FAR 52.245-1 and CLIENT property management requirements
  • Ensure the PMS provides adequate control, protection, preservation, and accountability for all Government-Furnished Property (GFP) and contractor-acquired property
  • Coordinate GFP intake, tracking, and disposition activities in accordance with Government disposition instructions
  • Maintain accurate GFP records in the Government ITSM platform, including asset descriptions, serial numbers, locations, and condition
  • Support Government property audits and inventory verifications as requested by the COR or Contracting Officer
  • Ensure PMS adequacy is maintained throughout the entire period of performance in accordance with FAR requirements
  • Coordinate return or transfer of GFP at task order closeout in accordance with Contracting Officer disposition instructions


IT Procurement Support:
  • Support IT procurement activities by providing accurate asset, license, and vendor data to inform acquisition planning and procurement decisions
  • Coordinate with the Government COR and Contracting Officer on IT procurement requests, providing technical and financial analysis as needed
  • Maintain accurate IT procurement records, including purchase orders, delivery receipts, and warranty documentation
  • Support IT refresh planning activities by providing asset lifecycle data, end-of-life schedules, and replacement cost estimates
  • Coordinate with vendors on quotes, product availability, and delivery schedules for IT procurement activities
  • Maintain accurate procurement documentation in the Government ITSM platform and IT financial management records


Reporting & Analytics:
  • Develop and maintain IT asset, license, vendor, and financial management reporting dashboards and templates
  • Generate routine and ad hoc reports on asset inventory accuracy, license compliance, vendor performance, and IT financial metrics for review by the Contractor Program Manager and Government stakeholders
  • Contribute asset, license, vendor, and financial data to Sprint metrics reporting, monthly performance dashboards, and Sprint Review demonstrations
  • Identify trends in asset utilization, license consumption, vendor performance, and IT costs, communicating findings and recommendations to the Contractor Program Manager
  • Support development of data-driven IT financial and asset management improvement recommendations
  • Provide accurate IT asset and financial data to support FISMA assessment and authorization activities


Team Leadership & Development:
  • Lead, mentor, and supervise vendor, asset, and financial management team members
  • Assign and prioritize asset, vendor, and financial management work items in alignment with Sprint commitments and operational priorities
  • Ensure team members are cross-trained and capable of supporting all asset, vendor, and financial management functions to maintain coverage continuity
  • Conduct quality reviews of team members' work to ensure accuracy, completeness, and adherence to standards
  • Support recruitment, onboarding, and professional development of vendor, asset, and financial management team personnel
  • Maintain bench depth and surge capacity to ensure 100% coverage of asset, vendor, and financial management functions


Required Qualifications:

Experience:
  • Minimum 6-8 years of hands-on IT asset management, software license compliance, vendor management, and IT financial management experience
  • Demonstrated experience leading or supervising an IT asset management or vendor management team in a Federal or comparable enterprise environment
  • Proven experience managing IT asset lifecycle management for large, geographically distributed enterprise environments
  • Experience with software license compliance management for major enterprise software vendors including Microsoft, Adobe, and others
  • Demonstrated experience with IT financial management and cost tracking in a Federal or comparable enterprise environment
  • Experience managing Government-Furnished Property in accordance with FAR 52.245-1 requirements
  • Experience with cloud asset and cost management for AWS and Microsoft Azure environments
  • Familiarity with ITIL 4 asset management and service financial management practices


Technical Expertise:
  • Expert-level proficiency in:
  • IT asset lifecycle management and inventory control
