THE POSITION
This recruitment is being conducted to fill one full-time vacancy. The list established by this recruitment may be used to fill future full-time, part-time, limited term, and temporary vacancies for up to one year.

The ideal Utility Supervisor will have at least four years of experience in the maintenance, repair, and alteration of water distribution facilities and be able to supervise, assign, review and participate in the work of the Distribution and Maintenance Division staff responsible for providing water distribution system maintenance and repair services.

While not required at time of hire, possession of a Water Distribution Operator Grade D3 issued by the State Water Resources Control Board (SWRCB) and possession of a Cross Connection Control Specialist Certificate issued by the American Water Works Association - California Nevada Section (AWWA Cal-Nev Section), and/or a Cross Connection Control Specialist Certificate issued by Northern California Backflow Prevention Association (NCBPA) are highly desirable and must be obtained within the employee's probationary period.

Incumbents in this position are expected to be placed on the Department's on-call rotation and to respond to after-hours service needs as needed when assigned to standby duty, including nights, weekends, and holidays.

SUPERVISION RECEIVED AND EXERCISED

• Receives direction from an Assistant Maintenance Superintendent.
• Exercises direct supervision over maintenance staff.

EXAMPLES OF IMPORTANT RESPONSIBILITIES AND DUTIES

Important responsibilities and duties may include, but are not limited to, the following:

• Plan, prioritize, assign, supervise and review the work of staff responsible for the maintenance and repair of the City's water distribution system facilities within an assigned area of responsibility.
• Participate in the selection of assigned staff; provide or coordinate staff training; work with employees to correct deficiencies; implement disciplinary procedures.
• Prepare various reports on operations and activities.
• Recommend and assist in the implementation of goals and objectives; establish schedules and methods for providing water distribution system maintenance and repair services; implement policies and procedures.
• Participate in the preparation and administration of the assigned budget; submit budget recommendations; monitor expenditures.
• Prepare specifications for material and equipment purchases; requisition supplies and materials.
• Supervise the maintenance of time, material and equipment use records.
• Ensure the adherence to City, departmental and safety policies and procedures by personnel; conduct training sessions with employees regarding safety, equipment operations procedures and related topics.
• Respond to and resolve difficult and sensitive citizen or staff inquiries and complaints.
• Investigate liability claims submitted to the City; provide information to appropriate staff; coordinate repair actions if required.
• Assist in the preparation of maintenance contracts for work to be performed by outside contractors; assist in the preparation of water distribution system construction and repair plans and specifications; oversee and inspect the work of contractors related to water distribution system construction and maintenance services; ensure work is accomplished in a timely and appropriate manner; ensure compliance with applicable codes.
• Assist in a variety of Department and Division operations; perform special projects and assignments as requested.
• Inspect City facilities for needed maintenance and repairs; coordinate a system for preventive maintenance.
• Inspect work sites before, during and after completion to assure work is completed in a satisfactory and thorough manner.
• Perform related duties and responsibilities as required.

KNOWLEDGE, SKILLS AND ABILITIES / MINIMUM QUALIFICATIONS

Knowledge of:

• Operations, services and activities of a comprehensive water distribution system maintenance and repair program.
• Procedures, methods, practices, materials and equipment commonly used in a water distribution system maintenance and repair program.
• Occupational hazards and standard safety practices associated with a water distribution system maintenance and repair program.
• Pertinent Federal, State, and local laws, codes and regulations.
• Principles of supervision, training and performance evaluation.
• Principles and procedures of record keeping and reporting.
• Principles of municipal budget preparation and control.
• Modern office procedures, methods and computer equipment.

Ability to:

• Supervise, organize, and review the work of maintenance personnel.
• Select, supervise, train and evaluate staff.
• Interpret, explain and enforce City and departmental policies and procedures.
• Ensure crew compliance with Federal, State and local rules, laws and regulations.
• Maintain accurate records and prepare clear and concise reports.
• Perform responsible and difficult work involving the use of independent judgment and personal initiative.
• Conduct studies, prepare comprehensive reports and determine cost effective ways for conducting the assigned utility maintenance operations.
• Operate and maintain machinery and equipment related to the maintenance, repair and alterations of water distribution facilities.
• Accurately determine work required and estimate the workhours, materials and cost of such work.
• Read and interpret engineering blueprints, specifications and technical manuals.
• Oversee the work of outside contractors.
• Communicate clearly and concisely, both orally and in writing.
• Establish and maintain effective working relationships with those contacted in the course of work.

Experience:
Four years of increasingly responsible journey level experience in the maintenance, repair, and alteration of water distribution facilities including some lead supervisory experience.
Training:
A high school diploma or G.E.D. is required supplemented by specialized training in water distribution system maintenance, construction and repair.

License or Certificate:

• Possession of, or ability to obtain, an appropriate, valid driver's license.
• Possession of, or ability to obtain within the probationary period, a Water Distribution Operator Grade D3 Issued by the State of California Department of Health Services (DOHS).
• Possession of, or ability to obtain within the probationary period, a Cross Connection Control Specialist Certificate issued by the American Water Works Association - California Nevada Section (AWWA Cal-Nev Section).

SUPPLEMENTAL INFORMATION

The Recruitment & Selection Process

2. Applications will be screened for overall qualifications the week of June 15, 2026.

3. Applicants who meet the minimum qualifications will have their supplemental responses scored by subject matter experts the week of June 22, 2026. The most qualified applicants from the scoring of the supplemental questions will be invited for an Oral Panel Interview.

4. Oral Panel Interviews are tentatively scheduled to take place the week of July 13, 2026. Oral Panel Interviews are weighted at 100% of the candidates' score. Candidates must achieve a minimum passing score of 70%. Those achieving 70% or higher will be placed on the Register of Eligibles (eligible list) and may be considered to fill positions for up to one year.

The City reserves the right to limit the number of candidates to those determined to be best qualified based upon all requested application materials, including training and experience, current resume, and responses to supplemental questions.

5. Candidates placed on the Register of Eligibles (eligible list) will be referred to the department for final interviews based on their performance in the exam. The number of candidates referred for a hiring interview is at the discretion of the hiring department.
