I. Purpose of JobUnder limited supervision to perform engineering support to the Water Management Department in the collection and analysis of civil engineering data. Responsibilities may include reviewing development plans for compliance to city specifications, issuance of utility availabilities for water and sewer connections
II. Essential Job Duties - Reviews development plans for sites, subdivisions, and City projects for compliance with applicable regulations and standards for wastewater collection and water distribution systems, and comments concerning such plans; identifies required changes and prepares departmental responses to submitted plans.
- Coordinates plan review and staff comments with other necessary departments. Exercises professional discretion and judgment in order to make scientific and engineering-related recommendations to other professionals both internally and externally related to both capital and private projects.
- Coordinates review responsibility with the Water Department Infrastructure and Development Manager
- Review wastewater collection and water distribution plans for compliance with applicable codes, standards, and utility design criteria
- Review and process sewer collection and water distribution availability requests and service connections.
- Evaluate utility system expansion request impacts and conformance with master plans.
- Coordinate with engineers, developers, contractors, and internal departments regarding plan comments and required revisions.
- Perform limited engineering and technical design tasks for small utility projects.
- Prepare and revise basic utility plans and exhibits using CAD software (e.g., AutoCAD or MicroStation).
- Interpret construction drawings, specifications, maps, and record drawings (as-builts).
- Assist with inspections of water distribution and wastewater collection facilities as needed.
- Maintain accurate records, reports, and documentation related to plan reviews and utility services
- Provide technical support related to water and wastewater infrastructure operations and maintenance
- Ensure compliance with safety procedures, regulatory requirements, and utility standards
III. Other Job DutiesPerforms other job duties as assigned, including:
- Assists the Asst. Director of Water Management Department in preparing visual aids and written reports or comments.

V. Key Competencies RequiredJob Content Knowledge:Intermediate knowledge of water and wastewater practices and construction/engineering; applicable local, city, state, and federal regulations. Intermediate knowledge of estimating and surveying procedures. Intermediate knowledge with computers and Microsoft products (Word, Excel, Outlook, etc.), Adobe and Bluebeam. Familiarity with SCADA / Telemetry equipment & operation system. Working knowledge of CAD software for small engineering and utility plan design. Ability to read and interpret maps, drawings, and specifications. Work independently and collaboratively with multidisciplinary teams.
Language Skills:Read, analyze, and interpret common scientific and technical journals. Respond to common inquiries or complaints from customers. Effectively present information to the Water Management Administration.
Mathematical Skills: Work with mathematical concepts such as pre-algebra and fundamentals of plane and solid geometry and trigonometry.
Reasoning Ability: Identify intermediate to complex problems and draw valid conclusions. Interpret an extensive variety of technical instructions and understand basic mathematical principles.
Teamwork: Develops constructive and cooperative working relationships with others. Encourages others to express their ideas and opinions. Provides input into identifying and solving problems. Minimum Requirements
VII. QualificationsEducation and Experience: The required knowledge, skill, and abilities to satisfactorily perform job duties are typically acquired through an associate's degree and 4 years or more of utility work-related experience; an equivalent combination of education, experience, and certification program will suffice.
Preferred Qualifications:- Utility or engineering-related certifications (e.g., water or wastewater operator, distribution/collection certification)
- Experience reviewing utility plans or availability requests is highly desirable
- Proficiency with AutoCAD or similar CAD software
- Knowledge of utility master planning and capacity analysis
- Associate's degree in engineering technology, water/wastewater, or related field preferred
