Utility Operations & Maintenance Manager
IDEAL CANDIDATE The Utility Operations & Maintenance Manager assists the Director of Water & Waste by leading their division in the overall operations of raw water conveyance, water distribution, and wastewater collections for the Longmont community.
The ideal candidate excels at providing direct leadership and vision to regulated functions and in addressing complex issues. This candidate will leverage their skills to accomplish the goals delegated by the Director of Water & Waste and to provide excellent service and accountability to the community. Expertise in communication, utility operations, safety programs, asset management, and strategic planning will be instrumental in the candidate supporting the organizational goals and in making decisions effectively under pressure. Knowledge of budget processes will aid in achieving these goals.
An ideal candidate for this position also brings expertise in building alliances, fostering effective teamwork, and building constructive relationships within and between individuals and other work groups including other City departments, divisions and outside agencies.
• Any combination of education and experience that would provide a knowledge base similar to a Bachelor's degree in a technical field such as, or similar to, Water Quality Technology,Engineering, or Construction Management. Five or more years of progressively responsible management experience in utility operation activities.
• Special Qualifications: Possession of Water Distribution Class IV Certificate and Wastewater Collection Class IV Certificate or ability to obtain within two years of hire. Valid Colorado Driver's License.

• 2026 HIRING RANGE: $10,836 - $12,ħīħ/MONTH • Monday - Friday, evenings and weekends as needed
• Position allows for remote work, but also requires in-person presence for scheduled days as well as on-demand assignments, work team requirements, and/or meetings. Required to report to work in-person during snow or other emergency closures.
• The water, wastewater, distribution and collection facilities are 24/7 operating facilities requiring infrequent after hours response. Position will be required to use a cell phone while on duty and, on occasion, to carry a cell phone when assigned after-hours on-call duty.

• This position is responsible for the operations and maintenance of the City's distributed utility assets including raw water conveyance, potable water distribution and sewer collection systems. The primary focus of the work is on the development and implementation of detailed operating plans that align employee work with training, plans and procedures, resources, compliance and customer goals. This position serves as the Operator in Responsible Charge for the wastewater collection and water distribution systems, in accordance with Colorado Revised Statutes Regulation 100 and the City's adopted utility operating plan.
• Develop utility operations plans for each operating area emphasizing regulatory compliance, operating plans and procedures, work management systems, schedules and staffing, emergency readiness and response, and effective stakeholder coordination.
• Identify technologies and innovations that modernize and improve operations and maintenance. Work with staff to research and investigate emerging technologies and investigate methods for incorporating into utility O&M activities.
• Manage locate services and service truck operations to ensure compliance with 811 requirements and customer service goals.
• Manage camera truck operations and work with Engineering Services to ensure infrastructure assessments are properly reviewed and followed-up on to ensure proper maintenance and replacement.
• Collaborate with Engineering and Development services related to planning activities and standards development.
• Support field services portion of meter maintenance and backflow programs.
• Oversee the planning, organization and assignment of personnel to projects and overall operations.
• Coordinate activities and programs with other divisions, departments, the public, contractors, and outside agencies.

• Oversee and establish maintenance management policies, procedures, schedules and methods to ensure proper maintenance of the City's raw water conveyance, water distribution, and wastewater collection. Evaluate operational efficiencies and identify/implement improvements.
• Anticipate possible operations and maintenance problems and develop contingency plans in advance.
• Resolve the most difficult and pervasive customer issues. Evaluate operations and customer services and make appropriate adjustments.
• Manage the personnel and functions in the focus areas including the acquisition and/or sale of equipment, delivery of service, billing and collection and other related services.
• Build alliances, foster effective teamwork and build constructive relationships within and between individuals and other work groups. Coordinate activities with other City departments, divisions and outside agencies.
• Ensure that all safety regulations and City safety policies are adhered to.
• Work with Environmental Affairs to identify new technologies and analysis for optimizing operations and investigating and responding to waste sources and other factors impacting water quality.
