Job Summary
This is advanced professional and technical work with supervisory responsibility, overseeing projects and activities in the planning, design, maintenance, and asset management of water and reuse treatment plants; water and reuse distribution; and stormwater, wastewater collection, and conveyance projects for the Utilities department.

This role will provide centralized Utilities infrastructure leadership and accountability, strengthen coordination across Utilities, Budget, Finance, Engineering, Development Services, and regulatory agencies, to ensure effective operational and regulatory compliance, and ensure the planning and delivery of master planning and capital improvement projects. Reports directly to the Utilities Director.

Responsibilities and Reporting During an Emergency: Employees in this role must report and perform duties as instructed throughout an emergency. The emergency situation may require working extended hours or consecutive days with little warning, depending on its nature.

Duties and Responsibilities

  • Provides operational and administrative support to the Director; supports development and execution of master planning initiatives; and leads preparation and coordination of capital improvement and replacement budgets aligned with strategic objectives.
  • Collaborates with internal and external stakeholders to support the development, coordination, and implementation of departmental policies, priorities, and initiatives.
  • Oversees and administers developer services and system capacity programs, including permitting, capacity allocations, and coordination of required infrastructure improvements or system modifications to support development projects and ensure compliance with level-of-service requirements.
  • Coordinates and oversees asset management programs and advancement of automation systems (e.g., SCADA, telemetry, data platforms) to enhance system reliability and enable predictive analytics for data-driven planning and operational decision-making.
  • Analyzes and evaluates utility infrastructure systems (water, wastewater, reuse, and stormwater) to support operational efficiency, reliability, and long-term planning.
  • Develops and recommends engineering solutions, specifications, capital projects, and infrastructure improvements; reviews technical reports for alignment with regulatory and operational objectives.
  • Provides technical oversight of design, permitting, and construction activities, including review of engineering plans and specifications and coordination with consultants and stakeholders; signs and seals engineering documents for in-house utility design and construction projects; ensures compliance with applicable standards, codes, and regulatory requirements.
  • Coordinates procurement of consultants and supports all phases of project delivery, including planning, design, scheduling, permitting, bidding, construction, and close-out, to ensure adherence to project timelines and budgets; tracks warranty status and manages warranty claims as needed.
  • Ensures compliance with applicable regulatory agencies (e.g., EPA, FDEP, SFWMD, Broward County) and applicable standards.
  • Represents the Department in meetings, prepares and presents reports, supports grant applications, responds to stakeholder inquiries, and participates in emergency response activities; may serve as backup Utility Agency Owner for FDOT permitting and multijurisdictional projects.

Qualifications
Education
  • Bachelor's degree from an accredited four (4) year college or university in Environmental, Civil, Electrical, Mechanical Engineering, or a closely related field
  • Master's degree in Engineering or a closely related field preferred.

Experience
  • Minimum of five (5) years of progressively responsible engineering experience in:

- Planning, design, permitting, system modeling, construction, and project management and/or

- Development review experience involving water and wastewater utilities
  • Experience in utilities management and project management preferred
  • A comparable combination of training and experience may be considered in lieu of minimum qualifications

Licenses/Certifications
  • Registered Florida Professional Engineer (P.E.), or ability to obtain within six (6) months of employment for out-of-state candidates
  • Valid Florida driver's license with acceptable driving record
  • Ability to obtain FEMA NIMS certification up to level G-400
  • Must obtain a Lean/6 Sigma Greenbelt certification within one year of hire date.
