The purpose of this task is to provide comprehensive support to the J3-I mission, accelerating collaboration and interoperability between international Special Operations partners to more effectively deter in competition, respond in crisis, and prevail in conflict. Due to the size and complexity of this requirement, the Task Lead will serve as the government's single point of contact from the contractor, overseeing day-to-day management while simultaneously providing senior-level international SOF strategic expertise.

Qualifications/ Requirements
- Clearance: Active Top Secret / SCI clearance required (or as dictated by the final RFP security requirements).
- Domain Expertise: Proven, extensive experience within the USSOCOM enterprise, specifically regarding international partners, coalition environments, or joint/combined operations.
- Leadership Experience: Demonstrated background as a Task Lead or Program Manager overseeing complex defense contracts, including managing personnel, schedules, travel logistics, and surge hours.
- Interpersonal Excellence: Superior communication and diplomacy skills required for continual interaction with J3-I government leads, CORs, and senior international military personnel (Officers and NCOs).
Duties / Responsibilities
- Day-to-Day Management: Oversee and perform all day-to-day management and administration of project tasks.
- Operational Planning: Develop detailed work plans and schedules in support of the J3-I mission and objectives.
- Personnel & Resource Allocation: Assign contractor personnel responsibilities, manage contractor travel, and effectively manage contractor surge hours.
- Quality Assurance: Perform rigorous quality checks of all work products to ensure total product and service satisfaction.
- Stakeholder Engagement: Interact continually with the J3-I government lead, Contracting Officer's Representative (COR), and any appointed Technical Representatives to present interim results, discuss concerns, and ensure successful transition of all phased-in requirements.
- Strategic Advisory: Provide advice, insights, and experience concerning international SOF support to all elements of the J3-I.
- Program Alignment: Assist and advise J3-I leadership in the management of the overall J3-I program of work to meet Commander USSOCOM objectives and priorities.
- Strategic Planning: Actively participate in and facilitate J3-I strategic planning sessions.
- Global Awareness & Integration: Support functional SMEs in maintaining timely and accurate global awareness. Assist in the integration of Partner Nation (PN) SOF capabilities and organization into plans, operations, crisis response to critical events, and capability development/readiness events across the SOF Enterprise.
- Performance Metrics: Develop definitive measures of performance (MOPs) and measures of success (MOSs) for J3-I.
- Mentorship: When required, mentor international SOF officers and senior Non-Commissioned Officers (NCOs) on USSOCOM, its components, operational headquarters, and SOF culture.
- Security & Compliance: Perform critical close-out and escort duties as part of the Division's Security Procedure.
