Job Description Summary
Nuclear Licensing is a cross-functional discipline centered on an approach, mindset, and process. All activities that consider both the business and the technical needs of the customers with the goal of providing a quality product that meets the users needs. The discipline that executes a robust process of design, creation, and optimization of Licensing deliverables, consisting of identification and quantification of regulatory and engineering requirements, creation of alternate licensing concepts, performance of regulatory analyses and evaluations, selection and implementation of the best licensing plans and deliverables, and verification that the licensing basis is properly verified, integrated and executed. Process that proceeds from concept to production to operation.
Impacts the team's ability to achieve service, quality and timeliness of objectives. The role is subject to operating policy objectives. There is moderate autonomy within the role. High levels of operational judgment are required to achieve outcomes required.

Job Description

Roles and Responsibilities

  • Experience in USNRC Regulations 10 CFR Parts 50, 52, and 21. Experience in leading the development of a design certification application, construction permit application, or combined operating license application. Successful experience in leading effective oral and written communications with the USNRC, ACS and senior NRC staff members.
  • Must be an effective leader, able to handle and execute administrative tasks, lead and support schedule planning, manage with a sense of urgency while maintaining high expectations for quality. Must always maintain and demonstrate a high safety culture in all work activities.
  • Reviews and understands the applicable regulatory and industry standards required by Law in country that apply to the relevant products. Communicates standards to the design community and maintains it. May also participate with independent third parties to perform product compliance and certification work (testing, design review etc.) and communicates results/actions to the relevant engineering and supply chain team. Interacts with outside engineering firms or governmental agencies to provide or record product compliance to required regional or national standards to gain the needed product certification or qualification.
  • Manages a small to medium team of senior professionals as well as others. Requires specialized knowledge within the function. Influence the development of strategy for the area of responsibility, including control of resources and influences policy formulation.
  • Interprets simple internal and external business challenges and recommends best practices to improve products, processes or services. Stays informed of industry trends that may inform work.
  • Uses high level of judgment to make decisions and handle complex tasks or problems in areas of operational, product management, manufacturing, technology or engineering. Has ability to assess quality of information given and ask pertinent questions to stakeholders. Able to offer new solutions to problems outside of set parameters and is able to construct and provide recommendations. Uses multiple internal and some external sources outside of own function to help arrive at a decision.
  • May lead functional teams or projects with minimal resource requirements, risk, and/or complexity. Communicates difficult concepts and may influence others' options on particular topics. May guide others to consider a different point of view.
  • Exhibits behaviors in line with strong Nuclear Safety Culture (i.e., respectful work environment / environment for raising concerns).
  • Coordinate efforts and interfaces of the Regulatory Affairs organization with other GVH teams.
  • Support as assigned industry organizations (e.g., NEI, INPO, IAEA, WNA).
  • Gain working knowledge of nuclear licensing basis documents and regulatory correspondence records for active BWRX-300 projects.
  • Gain working knowledge of the BWRX-300 design and licensing risks.


Required Qualifications:

  • Bachelor's degree in STEM discipline.
  • Minimum of 8+ years of experience in nuclear regulated design, operations or licensing.
  • At least 3 years of experience in a leadership/management role.


ELIGIBILITY REQUIREMENTS:

  • Ability and willingness to obtain and maintain a site security clearance, including NRC required background check.
  • Willingness and ability to travel occasionally (10%).
