Job Summary
This position is in the Department of Employment Services, Economic Stability and Benefits, Office of Unemployment Compensation (OUC). This unit is responsible for planning, developing, and administration of an unemployment insurance program pursuant to the provisions of the District of Columbia Unemployment Compensation Act and applicable federal laws.
T he incumbent serves as a Quality Review Specialist, responsible for ensuring the accuracy, compliance, and integrity of unemployment insurance (UI) determinations. The role includes conducting advanced adjudication, resolving escalated UI claims, serving as the primary liaison to the Benefit Accuracy Measurement (BAM) Unit, and reviewing the work of claims examiners to identify deficiencies, recommend corrective actions, and support overall program quality.
Duties and Responsibilities
Reviews, evaluates, and verifies the determinations made by lower-grade Claims Examiners to ensure decisions are factually and legally accurate, fully documented, and compliant with applicable laws, regulations, policies, and precedents. Identifies errors, trends, and quality deficiencies, and recommends corrective actions or revisions to policies, guidelines, and procedures to strengthen program accuracy and integrity. Reviews unit-level decisions to identify compliance concerns, operational challenges, and patterns requiring procedural adjustment.
Independently handles all escalated claims received through external partners, the Navigation Center, American Job Centers (AJCs), and internal referral channels, resolving each case to full and final determination. Serves as the primary Point of Contact (POC) for the Benefit Accuracy Measurement (BAM) Unit, coordinating responses, ensuring full compliance with BAM requirements, and preparing documentation needed for BAM investigations and quality assessments. Determines whether all statutory eligibility requirements are met, including attachment to the labor market, ability and availability for work, school attendance, alien authorizations, identity verification, and receipt of pension• or retirement benefits. Prepares written justifications supporting conclusions and determinations. Conducts in-person claimant interviews and extensive background investigations to verify information affecting eligibility. Initiates telephone and written inquiries and prepares correspondence to employers and claimants. Develops effective methods for securing required information through investigations, discussions with operating officials, and review of policies, plans, and reports.
Qualifications and Education
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Salary: $80,784- $103,333; Based on qualifications and funding
Collective Bargaining Unit (Non Union): This position is not covered by a Collective Bargaining Unit.
Position Designation: This position has been designated as Security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
Residency Preference: Applicants claiming Residency Preference will be required to maintain residency in the District of Columbia for a minimum of seven (7) years from the date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.
