OverviewTISTA is seeking a UI/UX/IXD Designer to support the Department of Veterans Affairs (VA) Supply Chain Management DevSecOps program. This role will partner with VA stakeholders and Agile delivery teams to translate business needs into clear, actionable requirements supporting supply chain and logistics solutions.
The UI/UX/IXD Designer owns human centered design across the product line for TISTA's prime contract performance on the Department of Veterans Affairs Supply Chain Management DevSecOps (SCMDSO) task order supporting VA's supply chain and logistics Product Line. This position ensures that every sustainment release, modernized product, and new capability is grounded in the real workflows and pain points of VHA logisticians, biomedical engineers, prosthetics staff, clinicians, and acquisition users before development begins, and is validated with those users before it ships. The Designer leads user research, produces wireframes and prototypes, runs usability testing, writes plain language content, and ensures every interface conforms to the VA design system and Section 508 accessibility standards.
Responsibilities
- Conduct user research, surveys, and interviews with stakeholders to gather operational insights, creating artifacts like personas and journey maps to guide product development.
- Design and test wireframes and interactive prototypes, breaking them into manageable iterations and running usability tests to continuously refine product features.
- Ensure seamless transitions from legacy to modern systems, designing workflows that keep users in modern interfaces and prevent them from reverting to old workarounds.
- Write clear, plain-language content and maintain a consistent information architecture (e.g., navigation, layouts) that aligns with the U.S. Web Design System and VA standards.
- Build accessibility into every design from the very beginning, ensuring strict compliance with Section 508 and WCAG 2.0 standards, and actively supporting accessibility testing.
- Act as the voice of the user in Agile ceremonies (like PI Planning) and help define key performance metrics such as task success, error rates, and user adoption.
- Ensure all research, designs, and usability findings are thoroughly documented, fully traceable to requirements, and reported in monthly updates to drive backlog improvements.
- Lead and mentor UX team members, establish hiring criteria for design roles, and coach cross-functional Agile teams on human-centered design best practices.
- Support corporate growth and innovation by contributing UX assets to business proposals, improving reusable design libraries, and identifying AI-assisted design opportunities.
Qualifications
- 7+ years in UX and product design (including 3+ in federal or healthcare), with a strong background in translating user research and usability testing into Agile backlog items.
- Highly skilled in creating wireframes, high-fidelity prototypes, and interactive forms using tools like Figma, Sketch, and Mural within Agile or SAFe teams.
- Deep expertise in Section 508 and WCAG 2.0 (Level A and AA) accessibility standards, utilizing assistive technologies like JAWS, NVDA, and axe to ensure compliance.
- Experienced in writing plain-language content, establishing information architecture, and applying government standards like the U.S. Web Design System or VA design system.
- Proficient in conducting user research, journey mapping, and persona development for specialized workflows (e.g., logistics, clinical) using platforms like UserTesting and Qualtrics.
- Strong technical understanding of front-end basics (HTML/CSS/ARIA) and designing interfaces for low-code/SaaS platforms like Nuvolo and ServiceNow.
- Capable of measuring design success through usage analytics, task completion times, and reporting KPIs/OKRs using tools like Power BI.
- Highly preferred experience designing for VA supply chain products (e.g., Maximo, IFCAP), safely transitioning users from legacy to modern systems, and creating operational dashboards.
- Strong collaborative skills to partner with change management teams, propose new enterprise design patterns, and leverage AI-assisted tools for research synthesis and prototyping.
Certifications:
- Nielsen Norman Group UX Certification, Human Factors International CUA or CXA, or an equivalent recognized UX professional certification.
- SAFe Agilist (SA) or SAFe Product Owner/Product Manager (POPM).
Education:
- Bachelor's degree in Human Computer Interaction, Interaction Design, Graphic Design, Cognitive Psychology, Information Science, or related field.
- Master's degree preferred.
Clearance:
- Tier 2 / Moderate Risk Background Investigation; ability to obtain a VA PIV credential.
Location:
- Rockville, MD / Remote (CONUS).
- Travel: Up to 10%.
Pay Range:
- The suggested pay for this position ranges from $109,00 to $121,000.
- The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, and location.
