Work involves establishing goals and objectives for the Application Development Team staff. Develops guidelines, procedures, policies, rules, and regulations. Develops schedules, priorities, and standards for achieving established goals. Coordinates and evaluates the Development Team activities. Develops and evaluates budget requests. Monitors budget expenditures. Plans, assigns, and supervises the work of others. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment. Reports to the Director of the Application Development Department.
ESSENTIAL JOB FUNCTIONS - Assists in overseeing and managing project activities within the team, providing technical direction and guidance.
- Assists the Application Development Director to ensure that system development processes and procedures are developed and followed, including procedures for project management and software development lifecycle methods.
- Ensures that all Information Technology division rules and requirements are followed, including rules for websites and the project delivery framework.
- Interacts with customers at various levels and establishes exceptional customer service through rapid response to issues.
- Assists the Application Development Director in evaluating emerging software technologies, determining the selection of commercial off the shelf versus custom application software.
- Assists the Application Development Director in assuring that projects, applications, and resources are aligned with the agency's business goals and objectives.
- Assists the Application Development Director in assuring that the agency is in compliance with applicable statutes, rules, and regulations.
- Provides effective leadership and management of the Development Team.
- Manages all project activities within the Development Team, providing technical direction and guidance.
- Monitors and reports Development Team work activities.
- Assists the Application Development Director in the authorization of department hiring, separations, disciplinary actions, and employee performance rewards.
- Assigns job duties, conducts performance evaluations, clarifies roles and responsibilities, and monitors and measures performance against goals.
- Evaluates the Development Team performance and recommends and leads improvements.
- Supports the Development Team administrative requirements related to organization, budget, and personnel.
- Ensures the provision of quality customer service from the Development Team to all stakeholders.
- Manages the performance of direct reports, to include timely completion of performance appraisals, and followthrough on disciplinary actions as needed.
- Maintains confidential and sensitive information.
- Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency's records retention procedures and schedule.
- Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses.
- May be required to operate a state or personal vehicle for business purposes.
- Performs other duties as assigned.
MINIMUM QUALIFICATIONS - Graduation from an accredited fouryear college or university with a bachelor's degree in Computer Science, Information Technology, or a related field.
- Seven years of relevant experience managing software development teams.
- Five years of progressive experience as a software developer using .NET Framework or Opensource technologies.
- Relevant education and experience can be substituted for each other on a yearforyear basis.
PREFERRED QUALIFICATIONS - Experience in Information Technology with a State of Texas agency.
- Experience developing, deploying and supporting modern applications in AWS or Azure Cloud environment.
- Experience with CI/CD practices, automated testing, observability, and operational readiness for production software systems.
- Knowledge of Geographic Information Systems and ESRI software.
- Certified Project Management Professional (PMP) or Scrum Master (CSM).
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs) - Knowledge of local, state, and federal laws and regulations relevant to the Application Development Team.
- Knowledge of the principles and practices of public administration and management.
- Knowledge of the Software Development Life Cycle (SDLC).
- Knowledge of project management methodologies.
- Knowledge of Azure DevOps or GitHub.
- Knowledge of relational databases.
