Job Description

Position Purpose:

Organize and lead all activities associated with maintenance TAR/Shutdown/Outage. Manage an annual maintenance budget of $5-10 million. Receive, review, and update work order requests to ensure accuracy and completeness. Ensure the availability of materials and equipment necessary to complete assigned tasks. Coordinate all projects with the Operations Manager, Maintenance Supervisor, and any other personnel affected by the work. Define work scopes (RFPs & RFQs), evaluate bid proposals, write contractor service agreements and change orders, and submit requisitions for materials and equipment.

Primary Duties /Responsibilities:
  • Schedule and plan TAR/Shutdown/Outage work orders, applying project management principles through all stages (initiating, planning, executing, controlling, monitoring, and closing).
  • Lead TAR meetings and communications for all phases of the shutdown.
  • Manage work list development, detailed planning, scheduling, and budget approvals for maintenance turnarounds.
  • Estimate time, materials, equipment, and manpower for all maintenance TAR work orders.
  • Forecast and track contractor manpower requirements and usage on a daily basis.
  • Coordinate the availability of parts and materials, verifying they meet specifications for timely task completion.
  • Determine critical routes, activity sequences, total TAR costs, and required resources (spare parts, labor, etc.).
  • Track TAR schedules and costs daily throughout the duration of the outage.
  • Ensure all on-site, off-site, and service contracts are identified and secured.
  • Estimate required labor, prepare spare parts lists and reference data, and anticipate other resources needed for safe job completion.
  • Ensure spare parts and maintenance materials are available in the warehouse, and prepare requisitions as needed. Prepare kitting for the TAR job packages in the warehouse
  • Create work order packages with detailed instructions for craftspersons.
  • Ensure work orders are thoroughly planned before execution, including necessary elements such as drawings, schematics, P&IDs, Job Safety Analyses, MSDS, MOC packages, work history, material lists, permits, and hot work preplans.
  • Work toward achieving company safety goals; plan, hold, and attend regular safety meetings.
  • Coordinate HSE components in collaboration with the HSE Manager.
  • Conduct post TAR reviews to analyze activities for improvements and implement recommendations.
  • Chair meetings at the end of TAR to identify opportunities for improvement.
  • Participate in RCAs, RCMs, and other maintenance improvement initiatives.
  • Develop and maintain schedules using planning/scheduling software.
  • Gather and input progress updates to accurately reflect projected completion dates.
  • Conduct random field audits to verify reported progress and make corrections as needed.
  • Troubleshoot and resolve schedule logic issues arising from execution progress updates.
  • Generate schedule analysis reports to evaluate performance against plans.
  • Provide project control support, generating reports, graphics, metrics, and dashboards for management in the planning, control, and execution of TAR.

Qualifications

Education / Experience / Background:
  • Bachelor's degree in Mechanical Engineering with a minimum of 5 years of work experience in the power plant industry preferred; or
  • Equivalent work experience of at least 10 years in the power plant industry.
  • High school diploma or General Educational Development (GED) required.
  • 10 years of previous experience in planning, scheduling, and estimating heavy industrial maintenance work preferred.

Knowledge / Skills / Abilities:
  • Proficiency with maintenance planning software such as Primavera (P6), Microsoft Projects, and etc
  • Knowledge of CMMS, MAXIMO, OWAM, MP2, and etc.
  • Technical training is a plus
  • Strong knowledge of industrial materials, equipment, and tooling
  • Excellent team player with strong interpersonal and communication skills
  • Effective time and project management skills with the ability to organize and manage multiple deadlines
  • Strong customer orientation and service mindset
  • Demonstrated mechanical aptitude
  • Solid understanding of project management principles
