OverviewJOB PURPOSE
The TSP Contract Specialist owns Pattern’s commercial transmission contract portfolio, including Transmission Service Agreements (TSAs), Transmission Service Provider (TSP) relationships, Resource Adequacy support interfaces, and PPA-connected obligations administered through the ESSA. This role provides recurring commercial transmission contract support, durable TSA lifecycle management, TSP notifications and filings, MTSA administration across Pattern’s facilities, and coordination with Portfolio Finance on transmission credit and collateral posted across the fleet.
KEY ACCOUNTABILITIES
- Administer Pattern’s TSA portfolio, including renewals, rollover elections, redirects, transfers, and cancellations across SRP, TEP, WAPA, PNM, APS, and other TSPs.
- Manage TSP relationships, notifications, and FERC filing tracking; escalate rate cases, tariff changes, and OATT amendments to Legal, Portfolio Finance, and Asset Management.
- Manage transmission credit and collateral, including letters of credit, cash collateral, and 5X requirements posted with TSPs; coordinate with Treasury, Credit, and Accounts Payable on postings and returns.
- Support Resource Adequacy interfaces with SunZia offtakers, including MIC allocation, Transmission Planning Deliverability transition, and PPA-connected obligations.
- Support the Real Time Operations desk and settlements team on TSP invoice validation, dispute resolution, and audit evidence.
- Identify opportunities to optimize transmission spend across the fleet while maintaining compliance with applicable TSA, OATT, MTSA, ESSA, and PPA obligations.
Qualifications
Educational Requirements
- Bachelor’s degree in Business, Finance, Engineering, or a related field preferred.
Required Work Experience
- Minimum of three years of experience administering commercial transmission agreements in the WECC or equivalent market environment.
- Direct experience with OATT-based TSPs such as SRP, TEP, WAPA, PNM, APS, or similar providers.
- Hands-on experience with OASIS reservation management, transmission rollover and renewal cycles, and TSP credit and collateral processes.
- Working knowledge of CAISO Resource Adequacy, Maximum Import Capability, Portfolio Content Category REC rules, FERC-filed rate schedules, Section 205/206 filings, and the NERC e-Tag construct.
- Strong written communication skills for TSP notifications, internal legal memoranda, audit documentation, invoice disputes, and cross-functional stakeholder updates.
The expected starting pay range for this role is $103,000 - $138,000 USD. This range is an estimate and base pay may be above or below the ranges based on several factors including but not limited to location, work experience, certifications, and education. In addition to base pay, Pattern’s compensation program includes a bonus structure for full-time employees of all levels.
