Introduction WisDOT is currently seeking to fill a Transportation Specialist Advanced (project development specialist position) within the Division of Transportation System Development, Southwest Region.
This position offers a hybridized work schedule. The position will be headquartered at and required to work from the DTSD Southwest Region office in Madison, WI at least 2 days per week. All employees working a hybrid work schedule are generally expected to telework from within the State of Wisconsin. This topic will be discussed more at the time of the interview.
Position Summary This position functions as an advanced level Transportation Specialist within the Project Development section of a transportation region performing a variety of duties on transportation improvement projects in both the construction and design phases.
Design Plans Production - This position is responsible as project leader or assistant to team staff for the development of plans, specifications, and estimates for small, medium, and large design projects, including preliminary and final plan preparation, investigation of alternates, preparing layouts and detail drawings, determining drainage, preparing reports and special provisions, performing engineering computations and checking and reviewing the adequacy and correctness of technical work done by others. The work also includes assuming responsible charge for conducting of public involvement coordination of utility and environmental issues and coordination of plan development with other agencies and district sections. Assignments are completed with independence and high level for consequence of error. This position produces and edits engineering exhibits for the public involvement process, detail drawings, roadway geometrics, and highway plan sheets for inclusion in delivery of the project. Proficiency in the use of Civil 3D is required.
Construction - This position is responsible in representing the department as inspector, assistant, or project leader for small, medium, and large construction projects. As construction project leader or assistant leader, this position assumes the responsible charge for all construction activities, including the inspection, direction of assigned personnel, project layout, and conducting of public involvement for construction projects. This position administers construction contracts to ensure compliance with plans, specifications, and acceptable construction practices, and represents the department in high level contacts with the public and local officials. The projects may involve roadway and bridge reconditioning or reconstruction, substantial grading and paving, erosion control issues, complex layout, utility conflicts, various types of construction, traffic handling operations, and environmental issues. Assignments are broad in scope and require independent judgment in decision-making and a high degree of interpretation. As inspector, this position conducts day-to-day oversight of contractor work operations, including materials compliance and adherence to project plans. They report directly to the project leader and assist on any issues and coordinate solutions.
Salary Information This position is in schedule-range 14-13 with an
annual salary of $68,640-$91,520, plus excellent benefits. A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Qualifications Qualified applicants will have all the following:
- Experience reading and interpreting design or construction plans and contract documents.
