In this role, you will contribute to multimodal transportation planning efforts that enhance mobility, safety, and accessibility for residents and visitors alike. Working collaboratively with local, regional, state, and federal partners, you will support transportation studies, capital improvement programming, policy development, grant initiatives, and data-driven decision-making. This position offers the opportunity to engage with the community, present recommendations to City leadership and advisory bodies, and play a meaningful role in advancing transportation solutions that serve all users of Flagstaff's transportation network.

Examples of the Work Performed
POSITION RESPONSIBILITIES
  • Under supervision of the Transportation Director, performs professional planning work relating to the City's transportation system.
  • Performs transportation planning activities that include development and preparation of multi modal planning studies, transportation programming, writing council communications and participating in the public involvement process.
  • Provides staff assistance in planning and preparing for, as well as supporting the Flagstaff Transportation Commission.
  • Maintains and develops scenarios with the Travel Demand Model for City development and capital planning purposes.
  • Maintains, queries and develops reports with the City's crash records GIS database.
  • Provides staff assistance in planning and preparing for, as well as supporting the Flagstaff Bicycle Advisory Committee and the Flagstaff Pedestrian Advisory Committee.
  • Coordinates with regional, state and federal planning organizations on regional, state and federally funded projects, and provides review and input on regional committees' agendas.
  • Represents the Transportation Engineering Section on various intergovernmental committees on regional transportation planning and development matters.
  • Conducts research and analyzes traffic and land use data to identify transportation system needs.
  • Participates in regional transportation planning studies including regionally funded projects for the City and submits applications for federal funding.
  • Participates in and is a key Engineering Division participant in City funded planning studies including Neighborhood Plans, Specific Plans and other planning activities involving the transportation network.
  • Coordinates the work of consultants performing transportation planning activities and assists with developing project schedules.
  • Responsible for administration of the City's Neighborhood Residential Traffic Management Program in coordination with the City Transportation Commission.
  • Conducts public meetings with neighborhood groups.
  • Researches, writes and makes recommendations for complex transportation plans and studies.
  • Assists in preparing the Capital Improvement Program Budget for transportation projects.
  • Performs mathematical calculations, financial analysis, and cost analysis for transportation planning projects and programs.
  • Provides excellent customer service to both internal and external customers.
  • Performs other related duties as assigned.

Qualifications
MINIMUM REQUIREMENTS
  • Bachelor's degree in Urban or Transportation Planning, Geography, Civil Engineering, or a related field
  • Two (2) years of related transportation experience
  • Or any combination of education, experience, and training equivalent to the above Minimum Requirements
  • Valid Driver's License.

DESIRED EXPERIENCE AND TRAINING
  • Six (6) years of transportation experience.
  • Experience with general plan and zoning laws and related court decisions.
  • Experience with GIS and other computer application software such as Adobe InDesign, Sketch-Up or Community-Viz.
  • Experience in community relations, public involvement, or media relations.

OTHER REQUIREMENTS
  • Must possess, or obtain upon employment, a valid Arizona driver's license (Class D).
  • Regular attendance is an essential function of this job to ensure continuity.
  • Ability to attend meetings in the evenings as necessitated by the job.
