Job Description

This position can be located out of Knoxville or Chattanooga, TN.

The TMC Operations Manager shall support the client with management and coordination of Transportation Manager Center Operations. The TMC Operations Manager shall work full-time on-site at the client site. The TMC Operations Manager shall manage the daily operations activities in accordance with the client Standard Operating Procedures (SOPs), protocols, and policies.

The TMC Manager responsibilities include, but are not limited to:
  • Day-to-day management of the Operations staff and resources, including problem resolution concerning Operations and staff scheduling for second and third shift Operations in coordination with Tennessee DOT personnel.
  • Ensure that operations are conducted within the design parameters, client SOPs and policies, and industry standards.
  • Participate in Incident Management meetings and ensure appropriate interagency coordination.
  • Coordinate with Tennessee DOT's motorist assist service providers, relaying incident details and supporting dispatch operations.
  • Participate in statewide Traffic Incident Management meetings and training.
  • Attend meetings as directed by the client.
  • Prepare monthly reports of performance measures for Operators and Shift Leaders.
  • Determine and use existing measures of effectiveness in terms of efficiency and effectiveness in providing transportation management, traveler information, and incident management.
  • Actively collaborate in updates of the client SOPs.
  • Actively collaborate in the development and update of Operator training and certification materials to conform to updates in the client SOPs.
  • Modify training materials as necessary as a result of system and employee performance analysis.
  • Hire, terminate, promote, and evaluate office personnel.
  • Oversee Operator training and certification process.
  • Ensure adequate Operator staff coverage.
  • Assist with operations center public relations activities such as marketing efforts, tours, and presentations, in coordination with the client Contract Manager and Public Information Officer (PIO).
  • Coordinate, develop agendas, and facilitate various meetings with operations center staff on an as needed basis.
  • Perform all other tasks assigned by the client.


Minimum Qualifications
  • Minimum of three (3) years of experience in Transportation Operations, Public Safety, Incident Management, Dispatch Operations, or similar environment
  • Demonstrated ability to provide formal training to and monitor performance of subordinates.
  • Skilled in the use of Windows operating system.
  • High level knowledge of Microsoft Word, Excel, and PowerPoint.


The TMC Operations Manager should have, at a minimum, the following:
  • Good leadership and interpersonal skills.
  • Good understanding of key management concepts.
  • Ability to clearly communicate technical information in layman's terms.
  • Ability to work alternate work schedules and be on-call 24 hours/day.
  • Ability to write technical reports, manuals, and correspondence.
  • Ability to coordinate real-time activities and priorities.
  • Able to always maintain a professional demeanor and appearance.
