Position InformationPerforms highly advanced (senior-level) federal funding oversight, transportation programming and analysis work. Oversees projects/grants/programs/lettings to include application, approval, monitoring, audits, investigations, and authorizing funding. Work involves administering project programming and scheduling processes and systems; reviewing, analyzing, and evaluating project funding data; preparing reports and responding to inquiries. Interpreting, reviewing, and implementing state and federal statutes, legislation, laws and/or policies. Communicates effectively to TxDOT districts, divisions and Federal Highway Administrations. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Supervise the work of others.
Essential Duties:- Serves as a lead worker; assign and/or delegate work of others, ensure staff deliverables are accurately compiled, reviewed, and submitted within established deadlines questions; present workflow and operational updates to the supervisor/manager; providing input on team members' career conversations; and approve leave requests to ensure appropriate operations coverage.
- Manage and oversee financial models & reports to project federal obligations of the agency's annual federal-aid funding; oversee strategies to increase utilization of federal funding; and monitor/advise leadership and key stakeholders of potential lapse of federal-aid funding.
- Oversee executive-level financial reports, funding analyses, and performance metrics for leadership, Commission, and statewide initiatives.
- Oversee the analysis of appropriations and transportation legislation to determine funding eligibility, assess impacts to federal and state transportation programs, and provide recommendations to leadership on funding strategy and compliance.
- Oversee the coordination and accuracy of monthly, quarterly and annual reports & deliverables. Develop standardized reporting practices & methodologies; oversee enhancements to reports and associated processes.
- Administer and ensure data integrity of the Category Analysis report & project details; necessary for districts and programs to manage the 2-year construction budget.
- Oversee the distribution of letting, project funding, federal/state funds management reports and/or presentations for Commission & quarterly review meetings, senior leadership, and statewide initiatives.
- Serve as a subject matter expert on data integrity, extraction, and compilation processes; oversees quality control and ensure accuracy/consistency of internal and external reports.
- May serve a Project Leader. Coordinates project activities to support implementation of agency initiatives and implementation of new and/or revised legislation.
- Coordinate with TxDOT division/district offices and external entities as appropriate, in response to questions, data requests, audits, workgroups, etc.
- Develops, implements, and oversees system & reporting procedures to ensure compliance with federal and state laws, regulations, policies and procedures, and standards pertaining to programs.
- Serves as liaison and contact in area(s) of expertise. Trains department employees and/or others in program implementation.
- Performs other job responsibilities as assigned.
Minimum Qualifications:Education: Bachelor's Degree in Finance, Accounting, Business or related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications
Experience: 5 years experience in funding administration, planning, budgeting or working with state or federal funding. Related graduate level education may be substituted for experience on a year per year basis.
Preferred Qualifications:- Bachelor's degree in Finance, Accounting, Business, or a related discipline
- Experience leading reporting, data analytics, dashboard development, and process improvement initiatives in transportation, financial management, project funding, or program management environment
- Advanced knowledge of Federal aid programs and grants
- Experience ensuring data integrity, managing KPI reporting, and providing executive-level analysis and reporting
