Full Job Description
The Opportunity:
Tetra Tech is seeking a Transportation Engineer, PE - Design & CEI to join our Transportation team in Plano, Texas. This role supports transportation design and Construction Engineering and Inspection (CEI) services for roadway and infrastructure projects, from planning and design through construction. The position provides technical contribution, client coordination, and construction oversight to support successful project delivery in accordance with TxDOT, NTTA, and applicable federal, state, and local requirements. Maintenance experience with TxDOT Districts or tollway/turnpike projects is a plus.

Position Summary:
The Transportation Engineer, PE - Design & CEI supports the delivery of transportation design and construction oversight services for roadway and infrastructure projects. This role contributes to design development, cost estimating, construction contract administration, field inspection coordination, project closeout, and client engagement. The position ensures compliance with applicable agency standards, specifications, and regulatory requirements, while also supporting business development initiatives and collaborative project delivery efforts.

Essential Job Functions:

• Develop and support transportation design plans for TxDOT, NTTA, and urban roadway projects.
• Prepare design plans, quantities, cost estimates, and technical reports in accordance with applicable agency standards.
• Perform horizontal and vertical alignments and 3D modeling using MicroStation, InRoads, and OpenRoads.
• Perform constructability reviews and provide technical comments during design and construction phases.
• Support transportation construction contracts and provide CEI services, including field oversight and coordination.
• Process change orders, pay estimates, final estimates, audits, and project closeout documentation; experience with SiteManager or AASHTOWare Project (APW) is a plus.
• Conduct periodic field site visits to support construction inspection, coordination, and quality assurance activities.
• Develop scopes of work for transportation design and CEI services based on preliminary reviews and client meetings.
• Coordinate with Project Managers to support scope definition, budgeting, staffing needs, and review of project deliverables.
• Maintain effective working relationships with public agency clients and project stakeholders.
• Support environmental clearance efforts as required.
• Assist with business development activities, including proposal development and support of new and existing client relationships.

Required Qualifications:
• Bachelor's degree in Civil Engineering or a closely related discipline from an accredited institution.
• Licensed Professional Engineer (PE) in the State of Texas, or ability to obtain within six (6) months of hire.
• Minimum of twelve (12) years of professional engineering experience with five (5) years managing projects.
• Experience working with TxDOT and/or NTTA standards, specifications, and procedures.
• Proficiency with MicroStation, InRoads, and OpenRoads for design assignments and/or SiteManager and AASHTOWare Project (APW) for CEI assignments, based on role focus.
• Working knowledge of transportation engineering codes and industry standards.
• Valid driver's license with an acceptable driving record.
• Ability to travel to local project sites approximately 30%-40%.

Preferred Qualifications:
• Experience supporting both transportation design and CEI assignments.
• Prior experience on TxDOT and/or NTTA projects.
• Experience coordinating multidisciplinary transportation projects.
• Maintenance engineering experience for a public agency.
• Community or professional organization involvement.
• Familiarity with environmental documentation requirements for transportation projects.

Physical Requirements:
• Ability to perform office-based work with periodic fieldwork at active construction sites.
• Ability to walk, stand, and perform light to moderate physical activity during site visits.
• Occasional lifting or carrying of materials or equipment up to 25 pounds.

• Combination of office environment and outdoor construction sites.
• Exposure to varying weather conditions during periodic field inspections.
• Moderate noise levels and proximity to construction equipment during site visits.
