WSP USA is seeking candidates to fill a full time Transit & Rail Requirements Manager position on the VTA's BART Silicon Valley Phase II Extension (BSVII) Project. The successful candidate will be in the San Jose BSVII Project Office and be part of the Contract Package 2 (Track and Tunnel) Program Management Team.

As a Transit & Rail Requirements Manager, you will play a critical role in supporting the planning, design, integration, and delivery of complex transit & rail systems. You will work collaboratively across disciplines to ensure technical excellence and seamless system performance.

This role provides leadership and oversight of the Requirements Management process, reporting to the Program Manager and ensuring contractor compliance with baseline standards. The position safeguards the integrity of all requirements throughout the contract lifecycle and assumes full custodial ownership of the repository upon completion.

Responsibilities

  • Develop and implement a program-wide Requirements Management (RMP) strategy to ensure fulfillment of project objectives, including BART Operations, Maintenance, and Safety and Security requirements.
  • Compose, update, and revise the Program Requirements Management Plan (RM Plan).
  • Oversee the establishment and administration of the VTA-provided Requirements Management Tool (RM Tool).
  • Prepare and interpret requirements management specifications for all contracts requiring requirements oversight.
  • Supervise and audit contractor performance to ensure compliance with RM specifications.
  • Review contractor submittals related to RM specifications in collaboration with PMT subject matter experts (SMEs) and DSDC.
  • Coordinate and oversee Construction Manager execution of RM tasks during construction, testing, and acceptance phases.
  • Participate in change management activities to ensure contractors perform thorough requirements change impact assessments.
  • Support and coordinate with the Safety and Security Certification process by providing requirements traceability generated through the RM process.


Qualifications

  • Bachelor's Degree in Electrical and/or Mechanical Engineering, or closely related discipline (or equivalent experience)
  • 10+ years of relevant post education experience in engineering with prior systems engineering
  • Highly proficient with engineering principles, practices, process, and design/build on major infrastructure projects
  • Highly proficient with making technical computations and calculations involving the application of engineering principles, understanding plans and specifications, and making factual comparisons to the appropriate regulations
  • Highly effective interpersonal and communication skills when interacting with others, expressing ideas effectively and professionally to an engineering and non-engineering audience
  • Strong self-leadership and interpersonal communication skills with the ability to effectively, persuasively, and tactfully interact with clients, regulators, project managers, and employees at all levels of the organization.
  • Works independently to provide guidance and leadership to mid-level to senior level team or project members, with strict adherence to QA/QC.
  • Proficiency with technical writing, office automation, discipline-specific design software, technology, math principles, predictive models, spreadsheets, and tools.
  • Experienced with providing critical review for documents and preparing technical deliverables and plans with a high degree of complexity.
  • Well-developed critical thinking and problem-solving skills required to apply technical knowledge to reach conclusions from testing results, data collation, computations, statistical analysis and arriving at the most effective, economical, and logical solution.
  • Demonstrated effectiveness at coordinating and assertively directing subcontractors and others to consistently complete tasks safely and efficiently.
  • Proven track record of upholding workplace safety and ability to abide by WSP's health, safety and drug/alcohol and harassment policies.
  • Must be flexible to a variety of schedules to meet business needs and able to prioritize responsibilities and quickly adapt to change in a pressure work environment.
  • Occasional travel may be required depending on project-specific requirements.

Compensation:
Expected Salary (all locations): $167,760 - $205,040

WSP USA is providing the compensation range that the company in good faith believes it might pay and offer for this position, based on the successful applicant's education, experience, knowledge, skills, abilities in addition to internal equity and specific geographic location. WSP USA reserves the right to ultimately pay more or less than the posted range and offer additional benefits and other compensation, depending on circumstances not related to an applicant's sex or other status protected by local, state, and/or federal law.
