Full Job Description
The Transportation Planning and Management Division (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division's responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists. TPM's Design & Construction (D&C) unit has professional engineering oversight for geometric design elements of NYC roadways. We draw on expertise and talent of Civil Engineers, Urban Designers, Planners, Asset Managers, Inspectors, Administrators, Analysts, and others to evolve and maintain the curb geometry and street plans for all NYC's 6300+ miles of roads, create and maintain official pavement marking and concrete island plans, and oversee the application and refurbishment of NYC's 250+ million linear feet of pavement markings (stripes, messages, colored surface treatments for bus/bike/plaza, etc.). D&C seeks to hire a self-motivated and ambitious candidate to serve as a Transit Development (TD) Subject Matter Expert (SME) to focus on research and application of best practice bus priority treatments for street design projects across New York City. The selected candidate will report to the Director of Design for Policy and Guidance and serve as both a technical resource and designer for the Borough Directors within the TPM, D&C, and Design Unit. The responsibilities of the SME will include working closely with the TD unit to understand their broader bus priority goals, conducting research with organizations such as NACTO, developing design details specific to NYC applications, providing presentations or training sessions to other design staff, developing bus priority street designs using AutoCAD and/or Civil 3D engineering design software, preparing concrete construction plans for bus boarding islands, assembling submission packages for Metropolitan Transportation Authority's (MTA) External Partner Program (EPP) review process, and reviewing engineering design plans developed by borough project engineers in coordination with the respective Borough Director of Design. Additional responsibilities include review of Capital Street and highway proposals and plans, engineering design analyses, presenting engineering judgement and recommendations for street and highway designs, and other stakeholder requests. The selected candidate will be expected to work collaboratively and inclusively, seeking to cultivate continued professional development, foster a strong team, clearly and effectively communicate both verbally and through written policies, reports, and correspondence with all stakeholders. The selected candidate is expected to be well-versed in AutoCAD for plan development, with experience in the use of AutoCAD Civil 3D recommended. As well as ensuring adherence to all agency safety rules and regulations in creating a safe work environment for themselves and colleagues, ensuring all safety equipment and gear are used and worn properly where and when required. Preferred Skills Preference will be given to candidate who possess a driver's license valid in the state of New York with no restrictions. This license must be maintained throughout the duration of employment in this position. Familiarity with street design standards and guidance from FHWA, MUTCD, NYCDOT, AASHTO, NACTO, and NYSDOT. Knowledge of innovative street design techniques. Familiarity with GIS, AutoCAD, and Microsoft Office Suite. Proactive and collaborative work style; Strong organizational, communication, administrative, writing, and presentation skills; Strong time management skills with the ability to prioritize responsibilities effectively in a fast-paced environment; and easily adaptable to changing technologies. CIVIL ENGINEER - 20215 Qualifications (1) Four (4) years of full-time, satisfactory experience in civil engineering work; and (2) A valid New York State Professional Engineer's License. Current New York State registration as a Professional Engineer must be maintained for the duration of your employment. A masters degree in civil engineering from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) may be substituted for one year of the civil engineering experience required in "1" above. Special Note: In addition to above qualification requirements, to be eligible for placement in Assignment Levels II and III, individuals must have at least one year within the last three years of experience as a major contributor or a project leader on a complex project requiring additional and specific expertise in the disciplines needed to design or construct the project.
