Full Job Description
The Project Management Lead is a Vice President within Markets Transformation & Program Execution responsible for delivering complex transformation initiatives across data, technology, regulatory, and business process domains. The role partners with business leaders, subject matter experts, product owners, business analysts, and technology teams to drive execution, manage risks and dependencies, and ensure successful delivery of strategic outcomes.

The successful candidate combines strong project management discipline with the ability to operate in complex, cross-functional environments. They are comfortable managing day-to-day delivery activities, influencing stakeholders without direct authority, escalating issues appropriately, and communicating effectively with senior management.

This role requires a highly organized, self-directed individual who can quickly learn new subject areas, independently develop solutions and recommendations, and maintain momentum across multiple initiatives in a fast-paced environment.

The role must appropriately assess risk when business decisions are made, demonstrating particular consideration for Citi's reputation and safeguarding Citigroup, its clients, and its assets by driving compliance with applicable laws, rules, regulations, and policies.

Responsibilities:

  • Lead the planning, coordination, and execution of complex transformation initiatives with a significant data, technology, or regulatory component.
  • Work closely with business leads and subject matter experts to define project objectives, requirements, priorities, deliverables, and success measures.
  • Partner with technical leads, business analysts, product owners, and development teams to translate business objectives into executable project plans.
  • Manage projects through all phases of delivery, including initiation, planning, execution, governance, risk management, and implementation.
  • Coordinate activities across multiple workstreams, ensuring alignment of timelines, dependencies, resources, and deliverables.
  • Monitor project health, identify risks and issues early, develop mitigation plans, and escalate concerns appropriately.
  • Distinguish between issues that can be resolved independently, those requiring leadership input, and those requiring escalation to senior stakeholders.
  • Prepare concise, actionable communications for executive audiences, including status updates, decision requests, risk summaries, and escalation materials.
  • Establish effective governance structures, meeting routines, delivery reporting, and stakeholder management processes.
  • Drive accountability across teams and functions where direct reporting relationships do not exist.
  • Influence stakeholders and delivery teams to maintain momentum, resolve blockers, and achieve successful outcomes.
  • Adapt delivery approaches based on project needs, using Agile, Scrum, iterative, hybrid, or traditional project management methodologies as appropriate.
  • Maintain project documentation, action logs, decisions, risks, issues, and dependencies using tools such as Jira and Confluence.
  • Develop and maintain project materials, presentations, reporting packs, and analysis using Microsoft Office applications.
  • Build strong relationships across business, technology, risk, and operations organizations to facilitate collaboration and effective decision-making.
  • Rapidly learn new business processes, regulatory requirements, data concepts, and technical subject matter as required by transformation initiatives.
  • Independently identify and develop solutions to project challenges, presenting recommendations and options to leadership for review and decision.
  • Support data-focused initiatives by understanding project impacts across data sourcing, quality, controls, reporting, governance, and technology environments.


Recommended Qualifications:

  • 5-10 years of relevant project or program management experience, preferably within financial services or a similarly complex and regulated environment.
  • Proven experience delivering transformation initiatives involving data, technology, business process, regulatory, or operational change.
  • Experience working directly with senior business leaders, subject matter experts, and stakeholders across multiple functions.
  • Experience partnering with technical leads, business analysts, product owners, and technology delivery teams.
  • Strong project governance, planning, execution, stakeholder management, risk management, and issue management capabilities.
  • Demonstrated ability to manage projects at multiple levels, from hands-on execution and coordination through executive communications and stakeholder engagement.
  • Strong interpersonal, influencing, and relationship-management skills.
  • Ability to drive outcomes through collaboration and influence in environments where direct authority may not exist.
  • Strong judgment regarding when to resolve issues independently, when to seek guidance, and when to escalate.
  • Experience working with Agile, Scrum, iterative, hybrid, and traditional project delivery methodologies.
  • Proficiency with Jira, Confluence, Microsoft Excel, PowerPoint, Word, and related collaboration and productivity tools.
  • Excellent written and verbal communication skills, including the ability to tailor messages for technical, business, and executive audiences.
  • Strong organizational skills with the ability to manage multiple priorities and competing deadlines.
  • Self-directed and highly independent, with the ability to quickly learn unfamiliar subject matter and operate effectively with limited oversight.
  • Demonstrated problem-solving skills and the ability to develop practical solutions in ambiguous environments.
