Full Job Description
Role Summary

The Transformation & Governance Strategic Execution Manager is responsible for translating Platform Governance strategy into coordinated execution across intricate, interdisciplinary projects. This role sits within Transformation & Governance Programs and serves as connective tissue across policy, product, operations, engineering, legal, and customer-facing teams to ensure strategic priorities are converted into clear plans, aligned decisions, strong operating rhythms, and measurable outcomes.

This role is centered on item policy oversight and strategic execution, with particular focus on governance across automated and human control performance, enforcement experience, and the execution mechanisms required to improve decision quality at scale. The person in this role will help drive initiatives that strengthen policy and enforcement outcomes while improving transparency, consistency, and seller experience.

Over time, the role is expected to help build more durable governance mechanisms, stronger performance visibility, and more scalable operating models across Platform Governance priorities.

What This Role Owns
  • Lead complex, cross-functional workstreams that translate strategic priorities into execution plans, operating mechanisms, and delivered outcomes.
  • Drive governance and strategic direction across initiatives related to item policy oversight, automated and human control performance, and enforcement experience.
  • Create structure across ambiguity by defining goals, clarifying ownership, sequencing dependencies, and maintaining momentum across multiple teams.
  • Partner across Product, Engineering, Policy Operations, Legal, GCX, and other stakeholder groups to align decisions and move critical initiatives forward.
  • Translate signals from quality reviews, performance data, launches, incidents, operational feedback, and leadership priorities into clearer requirements, stronger governance, and better execution over time.
Key Responsibilities
Strategic execution and program leadership
  • Set strategy and drive execution for complex initiatives coordinating across several groups, dependencies, and delivery teams.
  • Build and run the regular schedules, oversight forums, decision frameworks, and paths for resolving critical issues needed to keep strategic work on track.
  • Develop clear plans, milestones, risks, and success measures, and ensure leadership has visibility into status, tradeoffs, and decisions.
  • Coordinate end-to-end delivery across initiatives that require alignment between policy, business functions, product, and technical teams.
Cross-functional leadership and organizational alignment
  • Act as the linking element across Transformation & Governance Programs and partner teams by driving alignment, resolving ambiguity, and managing interdependencies.
  • Prepare leadership-ready updates, recommendations, and decision materials that connect strategic goals to execution realities.
  • Facilitate working sessions and governance discussions that help teams make progress on difficult tradeoffs and unblock delivery.
  • Strengthen consistency in how key objectives are prioritized, managed, tracked, and communicated across the portfolio.
Continuous improvement and strategic problem solving
  • Find opportunities to improve how the organization plans, prioritizes, and accomplishes high-impact work.
  • Convert fragmented signals and emerging issues into structured problem statements, action plans, and roadmap recommendations.
  • Help the organization move from one-off interventions toward more scalable, repeatable operating mechanisms.
  • Contribute to a culture of disciplined execution, thoughtful governance, and continuous improvement.
Ideal Candidate Profile
  • Strong strategic execution leader with experience driving complex, cross-functional initiatives from problem framing through launch and iteration.
  • Comfortable operating in ambiguity and bringing structure to fast paced environments with multiple collaborators and competing priorities.
  • Able to connect strategy to execution by defining plans, clarifying decisions, and translating broad goals into actionable work.
  • Strong judgment on when to lead directly, when to influence, and when to enable partner teams to own execution.
  • Effective communicator who can work fluidly from detailed execution discussions to senior leadership updates.
  • Skilled at navigating the intersection of governance, policy, operations, customer experience, and technical delivery.
Preferred Experience
  • 8-10+ years of experience in strategy and operations, program management, governance, trust and safety, risk, compliance, marketplace operations, or related domains.
  • Experience leading complex programs that span business, operations, product, and engineering teams.
  • Experience building operating rhythms, governance mechanisms, and cross-functional execution models for ambiguous or high-priority work.
  • Experience using qualitative and quantitative signals to improve the accuracy of decisions, controls, workflows, or customer experience.
  • Experience in policy, enforcement, trust, safety, compliance, or marketplace environments is strongly preferred.
  • Experience working on initiatives involving quality oversight, control performance, enforcement design, or operational transformation is highly valuable.
