Full Job Description
Responsibilities

Lead a team to provide trans-regional OIE/PSYOP assessment support to global customers. Provide management, direction, administration, quality assurance, and leadership for systematic social science activities that collect and analyze data on PSYOP/OIE effectiveness to inform command and operational decision-making. Liaise with global operational units and balance scientific rigor with practical application.

Key Responsibilities:

  • Serve as Task Lead and manager for assessment team; provide direction, quality assurance, and administrative oversight.
  • Design, implement, and oversee OIE/PSYOP impact evaluations and assessment frameworks.
  • Collect, clean, analyze, and interpret quantitative and qualitative data to assess effectiveness of messaging/interventions.
  • Apply quasi-experimental designs and econometric techniques (e.g., difference-in-differences) in field research contexts.
  • Implement and validate statistical models and produce decision-grade reports, briefings, and recommendations for senior leadership.
  • Liaise with global operational units, J39 staff, interagency and coalition partners to coordinate assessments and integrate findings into operations.
  • Oversee use of AI/NLP tools for analysis (sentiment analysis, entity recognition, categorization) and integrate AI-derived insights with traditional assessment methods.
  • Ensure methodological rigor while adapting approaches to operational constraints and timelines.


Qualifications

Required Qualifications
  • Minimum of 8 years with BS/BA; Minimum of 6 years with MS/MA; Minimum of 3 years with PhD
  • Clearance: TS with SCI eligibility at proposal submission and ability to maintain SCI access.
  • Experience: Minimum three (3) years' experience (within last seven years) in a program evaluation role assessing intervention impact.

Desired Qualifications
  • Minimum three (3) years' experience working PSYOP or directly supporting projects requiring J39 operations, issuances, and policy knowledge.
  • Minimum three (3) years' experience (within last seven years) assessing communication/messaging interventions on attitude and behavior change.
  • Demonstrated proficiency with statistical/software tools for applied analysis and reporting (e.g., R, Python, SPSS, SAS); able to implement regression models and inferential/descriptive statistics.
  • Minimum two (2) years' experience applying field research techniques, with working knowledge and practical application of quasi-experimental research and econometric methods.
  • Minimum one (1) year experience using AI tools in NLP tasks (sentiment analysis, entity recognition, categorization) applied to operational datasets.
  • Advanced degree and/or relevant certifications in program evaluation, statistics, social science, or related fields preferred.

Target Salary Range

$112,000 - $179,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
