Job Description:

Position Overview

We are seeking a Training Subject Matter Expert (SME) to manage development, delivery, and continuous improvement of the TACCOM Training Program. This position brings federal law-enforcement operational experience and advanced communications expertise to nationwide, mission-focused instruction for officers, agents, and other users.

Duties and Responsibilities
  • Manage development and implementation of the TACCOM Training Program
  • Develop training objectives, curriculum, materials, student guides, and instructor resources
  • Deliver in-person, virtual, and hybrid tactical communications training
  • Coordinate with TACCOM and Field Office management to assess training needs and operational requirements
  • Collaborate with engineers and technicians so training reflects actual system use and field operations
  • Develop instruction applicable to officers, agents, and other operational users
  • Supervise instructors and support staff and coach them on technical, operational, and delivery objectives
  • Develop terminal and enabling objectives based on mission, policy, and applicable requirements
  • Assess training through evaluations, examinations, skill assessments, and feedback
  • Track metrics and report program status, trends, outcomes, and improvements
  • Support interoperability training for multi-agency, multi-discipline, and multi-jurisdictional operations

Requirements
  • Ten or more years of combined experience in federal law enforcement, public-safety communications, and training program development or delivery preferred. This experience should include at least five years developing or delivering law-enforcement or public-safety training and at least three years supporting or teaching LMR, P25, radio interoperability, or comparable tactical communications capabilities.
  • Demonstrated experience developing curriculum and delivering certified training programs at a nationwide level
  • Prior experience as a federal law-enforcement officer
  • Advanced knowledge of LMR systems, codeplug programming, and IP-based communications used in law enforcement
  • Knowledge of NTIA and FCC regulations and laws and policies affecting law enforcement and interoperable communications
  • Experience as an instructor at a police academy, FLETC, or a similar institution
  • Experience planning and coordinating interoperability during multi-agency, multi-discipline, and multi-jurisdictional public-safety operations
  • Proficiency with in-person, Microsoft Teams, hybrid, or comparable delivery methods
  • Advanced understanding of RF propagation across multiple bands, antenna characteristics, and RF safety requirements and regulations
  • Must be able to obtain and maintain the DHS suitability determination required for access to customer systems and facilities
  • U.S. citizenship required because the position involves the operation, management, or maintenance of DHS IT systems


The likely salary range for this position is $124,093 - $166,627. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
