Full Job Description
We are seeking Training Specialist - Sr. to provide end-to-end strategy, design, development, and delivery of digital learning solutions in a Program Management Office (PMO) environment. The candidate will be a Subject Matter Expert (SME) team member and will manage training programs across the organization while actively designing interactive multimedia courseware and hosting live discussion forums for the end user community. The candidate will be part of the broader PMO team consisting of Government personnel, SME Team, developer/sustainer/system integrator, and other support contractors.

Responsibilities:
  • Provide Learning Management Systems (LMS) expertise to oversee the LMS architecture, user learning experience, and learner feedback to conduct continuous improvement projects.
  • Specify, recommend, and assist with acquisition of eLearning authoring tools for the PMO and end user community.
  • Design and develop interactive Sharable Content Object Reference Model (SCORM) compliant eLearning artifacts.
  • Create multimedia assets including videos, graphics, audio, and animations.
  • Apply adult learning theories and instructional design models effectively, and in compliance with PMO policy and guidelines.
  • Maintain and improve the organizational eLearning strategy.
  • Conduct learning assessments with SMEs to identify knowledge gaps.
  • Manage project timelines, budgets, and technical infrastructure allocation for training efforts.
  • Evaluate training effectiveness using data analytics and learner feedback.
  • Perform voice overs for the Computer-Based-Training (CBT).
  • Other tasks as assigned.
Required Skills/Experience:
  • Holds a current T3 investigation or have the ability to pass a corresponding investigation.
  • Must be a U.S. Citizen.
  • Bachelor's degree in design, educational technology, or equivalent work experience.
  • Excellent written and verbal communication skills to effectively interact with customers as well as other delivery teams involved in the problem resolution process.
  • Ability to drive results in a team-oriented environment.
  • Ability to work independently and collaboratively.
  • Ability to work with deadlines and work multiple projects at once.
  • Briefing leadership on plans and status.
  • Proficient in Microsoft 365 especially PowerPoint.
  • High proficiency in Articulate 360 (Storyline, Rise), Adobe Captivate, or similar eLearning authoring tools.
  • Experience with Adobe Creative Cloud (Premiere Pro, Illustrator, Photoshop), Camtasia, Snagit, or similar design tools.
  • Good working understanding of SCORM and LMS platform use (Cornerstone, Moodle, Blackboard, etc.).
  • Strong personnel interaction, excellent written/verbal communication.
  • Ability to interpret complex software use concepts into easy-to-understand quick reference videos and guides.
  • Strong attention to detail, and ability to follow up on Software license requests.
Preferred Skills/Experience:
  • Working knowledge of Jira.
  • Agile trained and/or certified.
  • 8d+ years of experience in Courseware Development and LMS administration. In lieu of a degree.
  • 10+ years of progressive experience with Courseware Development and LMS administration.
  • Experience with Business and Enterprise System (BES) Directorate's lifecycle management process in an agile environment.
  • Ability to blend instructional design expertise with strong program management skills to ensure training objectives align with organizational mission requirements.
  • Live on-air personality presence.
Physical and/or Mental Qualifications:
  • Effectively communicate with customers, stakeholders, and specialists.
  • Work independently to accomplish tasks and lead small teams if required.
