The incumbent supports creating and developing curricula, assessing training needs and vendor solutions, delivering training in-person and virtually, maximizing use and application of the Learning Management Systems (LMS), and meeting the needs of a wide audience of learners across a highly diverse workforce.
The duties below are listed at the Grade 13 level. The individual selected for this position will:
Training and Development Solutions (50%)Serves as the Training Specialist responsible for the planning, development, implementation, and oversight of various aspects of employee learning programs. Develops and coordinates training and development opportunities for employees to support AOC University and AOC missions.
Evaluates training courses and recommend improvements.
Collaborates with AOC University staff to develop, deliver, and support and virtual learning experiences for AOC staff with an emphasis on user design, adult learning principles and practices, and best practices in support of honing the skills and talents of a diverse workforce. Develops a wide variety of in-person and online curricula and programs based on feedback from supervisors, leadership, employees, and results from training needs assessments.
Conducts research and consults with Subject Matter Experts (SMEs) to create and review training programs. Provides expert guidance to agency SMEs in training program design and development.
Coordinates with other Training Specialists to ensure functionality and user accessibility of courses within the LMS through testing, piloting, and compliance checks.
Training Support and Collaboration (30%)Works with other staff across AOC University to maximize the university's reach and relevance to all staff, collaborating with other members of AOC University to support various functions for AOC University.
Seeks and builds relationships with external vendors for training opportunities that cannot be sourced internally and to procure off-the-shelf training. Works in partnership with the Instructional Designer and other Training Specialists to develop experiential learning opportunities to meet learners' current and future needs.
Learning Path Consulting (20%)Serves as primary expert for learning path consultations for AOC non-executive leadership and management staff and those staff seeking career development.
Provides expert guidance and resources, internal to and external of, AOC to build a talented and skilled workforce in continuous support of learners and AOC's long-term mission.
The incumbent must follow all relevant safety rules, regulations and standard operating procedures.

Candidates for the GS-12 grade level must have at least 52 weeks of specialized experience equivalent to the GS-11 grade level in the Federal service.

Specialized experience for this position includes:
- Knowledge of employee training and development concepts, policies, practices, regulations, and procedures to develop and administer programs that meet the organization's needs and facilitate a well-trained and developed workforce.
- Expert experience in instructional course design and development to collaborate with program professionals and vendors in developing appropriate and valid training programs and materials.
- Experience in the techniques and practices of training and development needs assessment to conduct an ongoing needs assessment program and to assist managers and employees in the use of individual development plans.
- Expert knowledge of analysis and evaluation techniques and methods to assess the effectiveness of training and development programs, identify shortfalls and problems, and develop recommendations to enhance program performance.
- Experience in the ability to evaluate off-the-shelf training and development materials and externally developed courses, coupled with the ability to research and develop materials in unfamiliar subject matter areas to assess the application of such materials and courses in meeting current and future training and development needs.
- Advanced oral and written communication skills to prepare reports, make presentations, discuss training and development needs with staff and external vendors, and conduct training and self-assessment programs.
EducationA bachelor's degree in education from an accredited college or university or in a related field is preferred. There is no substitute of education for experience.
