Org. Setting and Reporting

This position is located in the Business Processes and Systems Support Section (BPSSS) of the Capacity Development Operational Training Service (CDOTS), Office of Support Operations (OSO), in the Department of Operational Support (DOS). The Department of Operational Support was established to provide end-to-end operational support, advisory services and other solutions to operational entities across the Secretariat, including departments, offices away from headquarters, field missions and regional commissions. The Capacity Development Operational Training Service (CDOTS) provides operational training, including training on enterprise resource management system and leads as the main facilitator of business process management activities in the UN Secretariat. The Business Processes and Systems Support Section (BPSSS) is responsible for working with clients and stakeholders to develop the processes and structures by which policies will be implemented across the Secretariat and to ensure that these are reflected in enterprise systems. It also provides training on Umoja, Inspira and other business applications related to resources management. The incumbent reports to the Chief of BPSSS/CDOTS.

Responsibilities

Within delegated authority, the Training Officer will be responsible for the following duties: • In close coordination with the Subject Matter Experts (SMEs) and other stakeholders, designs, develops, implements and evaluates the Umoja training programme and assigned training projects. • Analyzes and executes the Umoja training plans to ensure that they are consistent with the overall organization's goals, policies on staff development and effective provision of operational services, and the respective mandates. • Develops e-learning content/instructional material in close cooperation with the Umoja Training team and SMEs. • Monitors the delivery of assigned Umoja training projects; reviews relevant documents and reports; liaises with relevant parties; ensures follow-up actions. • Identifies and analyzes staff development needs through training surveys and data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares training recommendations. • Coordinates the assigned training projects as a part of organizational learning programmes with a specific focus on capacity development needs for sustained end-user performance. • Evaluates effectiveness and impact of developed training solutions and recommends ways to enhance their effectiveness and impact. • Conducts training workshops, in collaboration with the client, including the Training of Trainers events for the successful implementation of assigned training programmes. • Promotes the use of e-Learning and knowledge management platforms for developing and delivering on-line training programmes. • Leads the LMS team leading enhancements to strengthen system performance, provides advisory services to learning managers, training teams and clients on LMS capabilities, emerging technologies and best practices for the design and delivery of blended learning solutions. • Initiates and performs outreach activities; prepares related communication materials; makes presentations on assigned training topics/activities. • Supervises the assigned staff, consultants and contractors as necessary for performing training activities. • Provides inputs into the preparation and monitoring of the Umoja training budget. • Prepares performance reports on the delivery of the Umoja training programme. • Performs other duties as required.

Knowledge and understanding of Enterprise Resource Planning (ERP) systems and design of training material and certification courses with emphasis on eLearning solutions. Ability to deliver training programs, including classroom and on-line methods. Ability to establish and maintain effective relationships with a wide range of partners including governmental, inter-governmental and professional institutions. Ability to conduct training needs assessment through client surveys and other methods. Conceptual, analytical and evaluative skills to conduct independent research on learning methods. Education

An advanced university degree (Master's degree or equivalent degree) in education, human resources management, information systems management, business administration, or a related field is required. A first-level university degree in combination with additional two years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in learning management projects, capacity development and training, or a related area is required. Experience in designing blended training programs with e-learning component is required. Experience in developing, delivering and supporting ERP training programmes is required. Experience in the administration of a Learning Management System (LMS), including evaluating emerging technologies and leading enhancements to strengthen system performance, efficiency, and the overall learning experience is required. Experience in the continuous study and evaluation of diverse educational technologies and their application to the development and delivery of online training is required. Experience in using enterprise resource planning software such as Umoja and talent management software such as Inspira or similar is desirable.
