Duties

Help

  • Provides day-to-day program management and strategic oversight of DCAA's certification and compliance programs for the DoW Financial Management (FM) Certification Program and the Defense Acquisition Workforce Improvement Act (DAWIA) Certification.
  • Provides day-to-day program management and strategic oversight of DCAA's certification and compliance programs for Generally Accepted Government Auditing Standards (GAGAS).
  • Manages, analyzes, and visualizes data and information related to the DoW FM Certification Program, DAWIA, and GAGAS. Develops and interprets certification policies and procedures.
  • Serves as the Agency expert for the auditing functional area, the DoW FM Certification Program and GAGAS.

Drug Testing:
If you are given access to classified information, you will be subject to random drug testing. If you are selected for a special sensitive position, you will be placed in a drug testing designated position. You must pass a drug test before your assignment to such a position and you will be subject to random drug testing subsequent to your assignment.

Background Investigation: All selectees will be subject to a personnel security investigation which must be favorably adjudicated for occupancy of a sensitive position and/or access to classified information. If you are selected for a critical/special sensitive position, you will be subject to a Single Scope Background Investigation (SSBI). For a critical sensitive position, you must be able to obtain and maintain security clearance eligibility at the Top Secret level. For a special sensitive position, you must be able to obtain and maintain security clearance eligibility at the Top Secret/Sensitive Compartmented Information (TS/SCI) level AND you will be subject to a random counterintelligence scope polygraph.

Qualifications

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Specialized Experience: You must have one year of specialized experience at the GS-13 or equivalent level. Specialized experience must be documented in your resume.Specialized experience is defined as: demonstrated experience with providing subject matter expertise on a program/major project; managing a program/major project and providing oversight; interpreting and writing policy; and analyzing and interpreting data.

Definition of Well Qualified: Leading, managing, and providing strategic oversight of organization-wide certification and compliance programs (such as DoW Financial Management, DAWIA, or GAGAS); developing, interpreting, and implementing complex certification policies; and analyzing, synthesizing, and visualizing program data to advise senior leadership and resolve complex compliance issues.

Substitution of Education for Specialized Experience: There is no substitution of education for experience at this grade level.

Financial Management (FM) Certification Program: As a condition of employment, the selectee must meet the requirements of the DoD FM Certification Program. The FM Certification Program is a course-based program consisting of three certification levels. Level 3 certification must normally be completed within two years of the selectee's employment start date.

Selective Service: Males born after 12-31-59 must be registered or exempt from Selective Service (see www.sss.gov).

Initial Probationary Period: Accepting this position, you may be required to serve a I-year probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest.

PCS: Relocation expenses reimbursed - Yes - You may qualify for reimbursement of relocation expenses in accordance with agency policy. Relocation expenses will be offered based on agency staffing needs and budgetary availability.
