The Work You Will Do:State Traffic Safety Engineer, Traffic Engineering and Operations Office
This position will be responsible for developing and overseeing the Department's engineering safety countermeasure evaluation system and monitoring statewide implementation in alignment with the Strategic Highway Safety Plan. The role manages the Intersection Control Evaluation (ICE) program, including updates to manuals and tools, project tracking, and providing support to Districts and local agencies. It also includes managing research projects, evaluating Florida-specific safety methodologies, and recommending implementation strategies. The position develops and manages professional service contracts, oversees project deliverables, coordinates with internal and external partners, and participates in meetings and committees to represent Traffic Safety interests. Additional responsibilities include serving as the lead for Highway Safety Manual methodology and predictive safety analysis efforts, providing training, resolving technical and contractual issues, and assisting with updates to Department documents, policies, and manuals.

Annual Salary Range:$102,316.05 - $ 132,409.01Your Specific Responsibilities:Develop and oversee the Department's engineering safety countermeasure evaluation tracking system and monitor statewide countermeasure implementation efforts. This includes coordination with all District safety engineers, traffic studies engineers, Central Office safety engineer and traffic services general consultants to track and monitor countermeasure effectiveness in accordance with the Department's Strategic Highway Safety Plan.
Manages the Intersection Control Evaluation (ICE) process, including performing annual updates to the manual, forms and tools, as needed. Provides ICE support to the Districts and Local Agencies, including manual interpretations and ICE project tracking.
Manages and reviews research projects, evaluates Florida specific safety factors and methodologies, and provides implementation recommendations, as necessary.
Develop and manage professional, contractual services contracts and other types of agreements as assigned by the Traffic Services Program Engineer. This includes project management responsibilities associated with procuring contracts, issuing task work orders, analyzing contract deliverables, reviewing and processing invoices, coordinating Department personnel and other agencies associated with work under the contract, preparing contract correspondence, maintaining project files, and actively participating in project meetings.
Act as unit lead on the Highway Safety Manual (HSM) Methodology and Florida specific predictive safety analysis implementation efforts, including District training and representing FDOT and the American Association of State Highway Transportation Officials (AASHTO) on HSM National Committees.
Participates in meetings, on committees, task teams and other groups with internal and external customers to represent Traffic Safety interests. Maintains professional contact with elected officials, private companies, public, government agencies, and officials doing business with the State. Promotes good public relations with the people contacted while maintaining the policies of the department. Provides accurate and timely responses to the public, contractors, and other department personnel. Promotes the resolution of outstanding technical and contractual issues.
Assist Traffic Services Staff with Department documents, policies, manual updates, and revisions, including Traffic Engineering Manual, Speed Zoning Manual, and Manual on Uniform Traffic Studies.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:Knowledge of:- Knowledge of traffic engineering practices and policies; traffic operations analysis.
- Knowledge and experience working with traffic engineering computer analysis and simulation programs.
Skills in:- Traffic safety analysis and study techniques.
- Collecting, analyzing, and interpreting engineering data.
- Supervision and instruction of others; including effective communication both in written form and orally.
- Contract management and negotiation.
- Use of computer applications such as word processing, spreadsheet, presentations applications, e-mail and internet.
Ability to:- Ability to lead and manage diverse groups of people performing multiple tasks.
- Manage workload to produce on time resolutions to problems.
- Establish and maintain effective working relationships.
Licensure/Registration/Certification Requirements:- Registered Professional Engineer in accordance with Chapter 471, Florida Statutes.
Other Job-Related Requirements:- Responsible for adhering to the provisions and requirements of Section 215.422, F.S., related State Comptroller's rules, and Department of Transportation's invoice processing and warrant distribution procedures. This position will be required to respond before, during and following emergency situations.
Minimum Qualifications:- Registered Professional Engineer in accordance with Chapter 471, Florida Statutes.
