SUMMARY:The Global Trade and Security Compliance Manager is responsible for leading and sustaining the division's global trade compliance and U.S. Government security compliance programs to ensure the lawful, secure, and uninterrupted execution of domestic and international business. This role serves as the division's subject matter expert for export controls, import compliance, sanctions, controlled technical data, and industrial security requirements, while also supporting secure government program execution across the full business lifecycle. The manager develops and administers policies, procedures, training, audits, and corrective actions that support compliance with ITAR, EAR, OFAC, customs/import requirements, CTPAT, NISPOM/DCSA, DFARS, and CUI-related obligations.
Working across Engineering, Program Management, Supply Chain, Shipping, Legal, HR, IT, Group Security, and site leadership, this position ensures that Parker's business operations, technical data handling, and government program activities are conducted in accordance with regulatory requirements, customer commitments, and internal company standards. The role also serves in designated capacities such as Empowered Official (EO) and Technical Data Coordinator (TDC), and may support classified or access-controlled environments as required.

ESSENTIAL FUNCTIONS:- Lead the division's global trade and security compliance programs, ensuring business operations, customer programs, and international transactions are executed in accordance with applicable regulatory, contractual, and company requirements.
- Serve as the subject matter expert for ITAR, EAR, OFAC, customs/import compliance, CTPAT, and U.S. Government industrial security requirements, translating complex regulations into clear operational guidance for the business.
- Develop, implement, and maintain compliance policies, procedures, internal controls, and recordkeeping practices covering exports, imports, sanctions screening, controlled technical data, secure program access, and incident escalation.
- Oversee export and import compliance activities, including jurisdiction and classification support, authorization determinations, denied party screening, shipment documentation, customs entry coordination, and resolution of compliance issues or government inquiries.
- Provide day-to-day guidance to Engineering, Program Management, Supply Chain, Shipping/Receiving, Operations, and other functions on the transfer, access, handling, and protection of controlled products, technical data, software, and government-related information.
- Administer the division's security program in coordination with Aerospace Group and corporate partners, including secure government program access, visitor controls, facility security, citizenship-based access requirements where applicable, and safeguarding of sensitive materials.
- Ensure compliance with requirements for the marking, handling, storage, transmission, retention, and disposition of Controlled Unclassified Information (CUI), Federal Contract Information (FCI), export-controlled technical data, and other sensitive or restricted information.
- Support secure program execution by coordinating with customer security offices, government representatives, prime contractors, IT, and Information Security to address contractual security, cybersecurity, and data protection requirements, including DFARS, NIST SP 800-171, and CMMC-related expectations.
- Lead compliance monitoring and continuous improvement activities, including internal audits, self-assessments, corrective actions, incident investigations, root cause analysis, and voluntary self-disclosures or regulatory communications when required.
- Develop and deliver role-based compliance and security training, maintain audit-ready documentation, and serve as the division's Empowered Official and/or Technical Data Coordinator when designated.
JOB REQUIREMENTS:- Bachelor's degree in International Trade, Business, Supply Chain, Security Management, Engineering, Program Management, Cybersecurity, or a related field.
- Eight or more years of professional experience in global trade compliance, export/import operations, security compliance, or regulated government/aerospace environments, with demonstrated ownership of program execution and compliance outcomes.
- Strong working knowledge of ITAR, EAR, OFAC, customs/import requirements, and export-controlled technical data handling, including practical application in manufacturing, engineering, supply chain, or government contract environments.
- Demonstrated experience administering or supporting industrial security programs, including familiarity with NISPOM requirements and interaction with DCSA or comparable government security expectations.
- Experience developing and implementing compliance procedures, internal controls, training programs, and audit or self-assessment activities.
- Ability to interpret regulations, contractual clauses, and customer requirements and translate them into practical business processes and operational guidance.
- Experience supporting investigations, corrective actions, and issue resolution involving compliance deviations, audit findings, or regulatory concerns.
- Working knowledge of U.S. Government cybersecurity and information protection requirements, including DFARS clauses, NIST SP 800-171 concepts, CUI handling expectations, and secure information environments.
- Strong communication and collaboration skills, with the ability to influence cross-functional teams and interact effectively with leadership, customers, auditors, and government stakeholders.
- High degree of integrity, discretion, and sound judgment in handling sensitive, proprietary, export-controlled, and government-related information.
- Strong organizational and project management capability, including the ability to manage multiple priorities, maintain accurate records, and drive issues to closure.
- Ability to work in office, operational, and access-controlled environments as required to support shipments, documentation control, audits, training, and secure program execution.
- Ability to obtain and maintain required access approvals, screenings, or security clearance eligibility, as applicable to the role and assigned programs.
PREFERRED QUALIFICATIONS:- Advanced experience in aerospace, defense, or other highly regulated manufacturing environments supporting U.S. Government or prime contractor customers.
- Prior designation or experience as an Empowered Official (EO), Technical Data Coordinator (TDC), Facility Security Officer support role, or similar compliance/security leadership responsibility.
- Experience supporting classified programs, secure facilities, or access-controlled government work environments.
- Experience with CMMC preparation, implementation, or sustainment and broader cybersecurity compliance readiness activities.
- Familiarity with AS9100, configuration management, and quality system integration within regulated operations.
- Experience coordinating voluntary self-disclosures, regulatory correspondence, agency inquiries, or government/customer audit responses.
- Experience managing supplier or subcontractor compliance with export control, cybersecurity, and security flow-down requirements.
- Experience operating in a multi-site, matrixed corporate environment with shared governance across division, group, and corporate functions.
- Professional certifications, formal training, or continuing education in global trade compliance, customs, export controls, industrial security, or government contracting compliance.
