The Opportunity

WSDOT is seeking a highly skilled and strategic leader to serve as the Toll Accounting Assistant Manager. In this role, you will be responsible for overseeing toll-related financial operations and guiding the work of a professional accounting team. This position will play a critical role in managing the integrity and performance of the Back Office System (BOS), ensuring statewide toll transactions and customer deposits are accurately accounted for and compliant with complex financial regulations. A strong candidate will possess advanced knowledge of governmental accounting principles, demonstrated experience in systems integration and financial reporting, and a strategic mindset capable of navigating and applying regulatory frameworks such as GAAP, GASB, and state and federal policies. Exceptional analytical, leadership, and communication skills are essential, as this position is WSDOT's foremost expert in toll accounting and a key contributor to WSDOT financial policy development and implementation.
What to Expect

Among the varied range of responsibilities held within this role, the Toll Accounting Assistant Manager will:
  • Be responsible for the accurate compilation, analysis, and presentation of financial statements for all toll facilities and accounts; and the creation and publication of various financial analysis and reports to support stakeholder and business needs.
  • Gather data, analyze, and prepare the comprehensive annual report for the "Washington State System of Eligible Toll Facilities" in accordance with GAAP and GASB statements.
  • Act as a lead for all internal and external audit related questions and documentation requests.
  • Plan and lead the annual external audit of toll facilities financial statements, for all toll facilities requiring independently audited financial statements.
  • Serve as back-up to the Manager as AFS' liaison with the Office of the State Treasurer (OST), external banking entities, OFM, and the Toll CSC vendor; serve as the primary contact for toll related banking and systems access for AFS, Toll Division, OST, BOS staff, and Toll CSC staff.
  • Be responsible for the overall leadership, performance review, training, and development of four professional-level fiscal analysts who are responsible for various aspects of toll accounting, including reconciliations, financial statement preparation, bank activity coordination, financial analysis, and adjustments.
  • Perform the monthly analysis, preparation, and submittal of Tolling Receivable Write-Offs for approval by the AFS Director.

Qualifications

To be considered for this opportunity, the following competencies are required:
  • Accounting Expertise: Extensive professional experience in the financial field. Experience and skills to interpret and apply GAAP and GASB standards. Proven ability to prepare and present financial statements in compliance with professional standards. Advanced knowledge of accounting-related state laws, rules, and policies governing financial reporting and cash management.
  • Financial Reporting: Experience formulating or influencing financial policies in alignment with statewide or agency goals. Skilled in developing and presenting complex financial and accounting information to agency leadership in support of executive decision-making. Ability to analyze and translate technical accounting data into actionable insights and strategic recommendations.
  • Leadership & Supervision: Demonstrated ability to lead or supervise financial professionals, including setting expectations, coaching staff, and fostering high-performing teams. Skilled in delegating tasks, setting priorities, and holding teams accountable for quality and accuracy in financial reporting and compliance.
  • Analytical Thinking & Attention to Detail: Advanced analytical capabilities, critical and strategic thinking, the ability to conduct in-depth financial research, identify discrepancies, and implement accurate solutions. Strong attention to detail in reviewing, verifying, and presenting complex financial data in high-stakes environments.
  • Communication & Collaboration: Experienced in providing excellent customer service through various communication channels, including verbal, written, and in-person interactions. Strong oral and written communication skills with the ability to clearly convey technical financial information to diverse audiences. Skilled in fostering collaboration across teams and departments while maintaining professionalism in high-pressure or high-visibility situations.
  • Project & Time Management: Proven organizational skills with the ability to manage multiple projects, priorities, and deadlines in a high-stress, fast-paced environment. Effective at independently managing workload and adapting to shifting demands while ensuring accuracy and compliance.
  • Technical Proficiency: Proficient in Microsoft Office applications including Excel, Word, Outlook, and PowerPoint, with the ability to create and manage financial models, reports, and presentations. Comfortable working in both independent and team-based settings, leveraging tools and systems to support financial operations and reporting needs.

It is preferred that qualified candidates also have:
  • A bachelor's degree in a financial field with a minimum of 30 quarter/20 semester credits in accounting (additional experience may substitute for a degree, but not for accounting credits).
  • Licensed Certified Public Accountant or master's degree in accounting or business administration.
  • Government Accounting Experience.
  • Experience with toll accounting.
  • Experience developing or reviewing and approving system test plans.
  • Experience with WSDOT financial systems (i.e. TRAINS).

Insurance Benefits
Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

Staff are eligible to enroll each year in a medical flexible spending account which enables them to use tax-deferred dollars toward their health care expenses. Employees are also covered by basic life and long-term disability insurance, with the option to purchase additional coverage amounts.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
