Brief Job Descripton

Performs highly complex (senior-level) compliance analysis, quality assurance, and program oversight work involving the examination, evaluation, and monitoring of records, programs, policies, contracts, and operational practices to ensure compliance with applicable federal and state laws, regulations, policies, and contractual requirements. Conducts reviews, investigations, inspections, and analyses to identify compliance risks, improve program performance, and support continuous quality improvement initiatives. Provides subject matter expertise in Extended Foster Care (EFC), Return to Extended Foster Care (REFC), and Supervised Independent Living (SIL) programs. Works under limited supervision with considerable latitude for the use of initiative, independent judgment, and decision-making.

ESSENTIAL JOB FUNCTIONS (EJFs)

Performs highly complex compliance reviews and program evaluations.
  • Conducts highly complex, large-scale compliance reviews of Extended Foster Care and Supervised Independent Living programs to evaluate adherence to federal and state laws, agency policy, contractual requirements, and program standards.
  • Reviews programs, projects, and service delivery systems to ensure youth receive appropriate, culturally responsive, and developmentally appropriate services that support permanency, well-being, and successful transition to adulthood.
  • Conducts specialized research, compliance reviews, and program analyses in response to legislative requests, executive leadership inquiries, media concerns, public information requests, and emerging program issues.
  • Develops and implements review methodologies, quality assurance protocols, monitoring tools, and performance measures to assess compliance and identify systemic risks, trends, and opportunities for improvement.
  • Collaborates with DFPS leadership, Community-Based Care (CBC) organizations, Single Source Continuum Contractors (SSCCs), and community stakeholders to address statewide compliance concerns and ensure consistent application of policy, contractual requirements, and regulatory standards across regions and programs, improving service delivery outcomes and supporting child safety.


Reviews contracts, grants, and legal documents.
  • Evaluates applications submitted by youth seeking participation in the Supervised Independent Living (SIL) program and reviews provider applications to ensure compliance with program requirements and eligibility criteria.
  • Reviews contracts, grants, memoranda of understanding (MOUs), and other legal or programmatic agreements to ensure compliance with DFPS policy, Texas Family Code requirements, federal regulations, and child welfare standards.
  • Assesses contractual performance requirements, reporting obligations, service expectations, and timelines to mitigate compliance risks and strengthen accountability.
  • Coordinates with DFPS Legal, Procurement and Contract Oversight and Support (PCOS), SIL specialists, and other stakeholders to review and recommend contract provisions prior to execution, amendment, or renewal.


Conducts routine and targeted compliance reviews.
  • Performs routine and targeted compliance reviews of case records, placement documentation, and program activities to determine compliance with applicable laws, regulations, policies, and procedural requirements.
  • Reviews documentation submitted by field staff, CBC organizations, SSCCs, and service providers to ensure legal requirements, safety standards, and placement approval processes are consistently followed.
  • Analyzes program data and operational processes to identify trends, discrepancies, and opportunities for corrective action or operational improvement.
  • Coordinates quality assurance reviews in response to escalated concerns, complaints, audits, legislative inquiries, or executive leadership requests.


Compiles, reviews, and analyzes data.
  • Reviews and analyzes Extended Foster Care, Return to Extended Foster Care, and SIL program data to ensure accuracy, consistency, and compliance with reporting requirements.
  • Conducts trend analyses and performance evaluations to identify service gaps, assess outcomes, and support evidence-based decision-making.
  • Compiles, validates, and interprets quantitative and qualitative data for reports, audits, studies, legislative requests, and executive briefings.
  • Develops strategic recommendations to improve program effectiveness, compliance, and statewide consistency in service delivery.


Conducts internal inspections and compliance assessments.
  • Conducts comprehensive assessments of DFPS, CBC, and SSCC operations to evaluate compliance with agency policies, contractual obligations, and federal and state regulations.
  • Reviews open and closed cases, operational practices, and provider performance to identify compliance deficiencies, contract management concerns, and systemic issues.
  • Verifies implementation of Extended Foster Care and SIL policies across all regions and CBC catchment areas.
  • Provides technical assistance and consultation to staff and stakeholders regarding compliance requirements and corrective action strategies.


Identifies and addresses compliance concerns.
  • Identifies compliance risks, policy violations, operational deficiencies, and service delivery concerns requiring corrective action or further review.
  • Leads workgroups, committees, and stakeholder meetings to address compliance issues and develop solutions that improve program performance and accountability.
  • Serves as a liaison with community providers, CBC organizations, PAL staff, contractors, and internal stakeholders to facilitate communication, resolve concerns, and ensure timely follow-up.
  • Develops and delivers training, technical assistance, and policy guidance to strengthen compliance and operational consistency statewide.


Verifies compliance through monitoring activities.
  • Plans, develops, implements, and monitors projects and initiatives related to Extended Foster Care, Return to Extended Foster Care, and Supervised Independent Living programs.
  • Conducts desk reviews, site visits, and ongoing monitoring activities to assess compliance with applicable requirements and program expectations.
  • Performs quality assurance assessments to identify best practices, monitor performance, and recommend service delivery improvements.


Maintains and evaluates program data.
  • Maintains, reviews, and evaluates data within internal tracking systems to ensure accuracy, completeness, and compliance with reporting requirements.
  • Identifies missing, inconsistent, or outdated information and coordinates corrective action with appropriate stakeholders.
  • Generates and analyzes system reports to monitor program performance, support decision-making, and provide updates to leadership.


Maintains documentation of compliance activities.
  • Maintains comprehensive records of compliance reviews, monitoring activities, corrective actions, investigations, complaints, and program outcomes.
  • Analyzes documentation to identify recurring issues, emerging trends, and opportunities for policy, training, or process improvements.
  • Ensures records are maintained in accordance with federal and state retention requirements and are available for audits, reviews, and inquiries.


Performs statistical sampling and reporting activities.
