Full Job Description
Koniag Data Solutions, LLC, a Koniag Government Services company, is seeking a Tier 3 Level EM Development and Testing Support Services to support KDS and our government customer at Joint Base San Antonio, TX. This position requires the candidate to be able to obtain a Public Trust. This position is for a Future New Business Opportunity.

Essential Functions, Responsibilities & Duties may include, but are not limited to:
  • Provides expert-level support and leadership for the Defense Health Agency's Enterprise Management Development and Testing services. Serves as a top-tier specialist in designing, developing, and testing advanced solutions for DHA's complex IT infrastructure, spanning military hospitals, medical clinics, and dental clinics worldwide.
  • Leads the development and testing of sophisticated enterprise management solutions that support and enhance DHA's global network, including approximately 250,000 end-user devices, 3,000 physical and virtual servers across 250 sites, and various enterprise applications and services.
  • Ensures all development and testing activities align with DHA's architectural and technical designs for IT infrastructure systems and comply with DoD cybersecurity requirements, Risk Management Framework (RMF), and various DoD strategies including Zero Trust, ICAM, Digital Modernization, and Cybersecurity Reference Architecture.
  • Develops and implements advanced software solutions, scripts, and tools to automate and optimize enterprise management processes.
  • This includes creating custom applications for system monitoring, performance optimization, security enhancement, and operational efficiency.
  • Designs and executes comprehensive testing strategies, including unit testing, integration testing, system testing, and user acceptance testing, to ensure the reliability, scalability, and security of developed solutions.
  • Leads efforts in implementing cutting-edge development methodologies and testing frameworks, such as Agile, DevOps, and Continuous Integration/Continuous Deployment (CI/CD) pipelines.
  • Ensures that all developed solutions integrate seamlessly with existing systems and meet the stringent security and performance requirements of the DHA environment.
  • Plays a crucial role in troubleshooting complex issues, performing root cause analysis, and developing innovative solutions to enhance the overall performance and reliability of DHA's IT infrastructure.
  • Contributes to the development and testing of disaster recovery and business continuity plans to ensure 24-hour operational support capabilities.
  • Collaborates closely with other enterprise management teams to identify areas for improvement and develop tailored solutions.
  • Provides expert guidance on best practices in software development, testing methodologies, and quality assurance processes.
  • Contributes significantly to Knowledge Management by documenting development processes, testing procedures, and lessons learned.
  • Works independently, providing mentorship to junior developers and testers while collaborating with other high-level technical experts across various IT disciplines.
  • Participate in the evaluation and adoption of new technologies and tools that can enhance DHA's enterprise management capabilities.

Education:
  • Bachelor's degree in Computer Science, Software Engineering, or a related technical field.
  • Advanced degree (Master's) preferred.
  • Relevant high-level certifications (e.g., AWS Certified DevOps Engineer, Microsoft Certified: Azure Developer Associate, or equivalent) are highly desirable.

Experience:
  • 8-10 years of progressive experience in enterprise-level software development and testing, with at least 5 years in a Tier 3 or equivalent senior technical role.
  • Should have extensive experience in developing and testing complex solutions for large-scale IT environments, preferably in military or healthcare settings.
  • Demonstrated expertise in multiple programming languages, testing frameworks, and enterprise management tools is required.
