Full Job Description
POSITION SUMMARY AND PURPOSE

Q2IMPACT is seeking a TPM Lead to provide exceptional TPM support to a large portfolio in the Latin America and the Caribbean (LAC) region for a U.S. Government (USG) client. The ideal candidate brings over 10 years of experience in TPM and data analysis and has strong interpersonal and client management skills.

This position provides the opportunity to work with a dynamic team in supporting government clients across the "Three Ds": Diplomacy, Development, and Defense, and contribute to the Q2IMPACT's thought leadership in monitoring, evaluation, and learning (MEL), evaluation ethics, safeguards, and global learning.

Requirements
RESPONSIBILITIES
  • Serve as main point of contact and liaison with the USG Contracting Officer's Representative (COR) and Program teams. Liaise with implementing partners and other relevant stakeholders at the field level.
  • Oversee proper implementation, adequate monitoring, and sufficient coordination of all field activities.
  • Track and assess program-related and external developments closely at the field level to provide progress reports to USG.
  • Ensure robust monitoring and reporting framework into which monitoring operations in the field will feed key information related to program progress and field developments.
  • Lead and coordinate training of enumerators on data collection protocols, questionnaires, and reporting.
  • Review data following translation to ensure that the translation accurately reflects raw data.
  • Review and edit all monitoring reports and other deliverables for USG for readability, utility, quality, and compliance with contract.
Required:
  • Ability to obtain a secret clearance
  • Master's degree in International Development, Public Policy, Economics, Evaluation, or a related field.
  • Minimum of 10 years of professional experience, including delivering TPM across a complex portfolio of projects, with cross-functional teams.
  • Experience working with USG clients on TPM including the Department of State, USAID, or Department of War/Defense.
  • Track record of distilling complex data into succinct insights for office leadership
  • Excellent project management skills and strong working knowledge of subcontractor management.
  • Strong stakeholder engagement skills with experience engaging with clients, communities, and implementing partners.
  • U.S. citizenship
Preferred:
  • Existing Secret Clearance
  • Experience with TPM in the LAC region
  • Experience leveraging new technologies, such as AI tools, into TPM solutions
