Full Job Description
Test and Evaluation Analyst with Nuclear Powered Ballistic Missile Submarine (SSBN) experience to support the Navy's Operational Test and Evaluation Force (OPTEVFOR) in the operational test and evaluation of the COLUMBIA-class SSBN program. The selected candidate will work alongside government civilian and military personnel in the Norfolk, Virginia area to develop test plans, execute testing, analyze results, and produce formal operational assessments.

Responsibilities Include:
  • Provide Subject Matter Expertise on current U.S. SSBN operational tactics and procedures.
  • Collaborate with government and industry stakeholders to ensure Modeling and Simulation (M&S) solutions accurately represent SSBN operational employment and support COLUMBIA program development.
  • Review program requirements, manning documents, training materials, and other technical documentation. Provide and adjudicate stakeholder comments as required.
  • Perform Mission Based Test Design activities, including:
    • Test planning: Develop comprehensive operational test plans that define objectives, methodologies, resources, and evaluation criteria to assess system performance and mission effectiveness.
    • Test Execution: Coordinate and support the execution of operational tests by collecting data, monitoring test activities, and ensuring compliance with approved test procedures.
    • Test Reporting: Analyze test results and prepare clear, concise reports that document findings, assess operational effectiveness and suitability, and provide recommendations to stakeholders.
  • Provide regular technical and contractual status updates through trip reports, technical reports, monthly progress reports, annual summary reports, work plans, and labor/funding status while supporting meetings and customer engagements.


Qualifying Requirements:
  • Must possess an active Top Secret clearance and be eligible for SCI access.
  • Must possess the ability to apply analytical methodologies to evaluate operational effectiveness and suitability of the COLUMBIA SSBN and its supporting systems.
  • Must possess superior technical writing skills to draft unambiguous and concise test plans, test reports, and supporting documents.
  • Must be physically qualified to embark aboard U.S. submarines in support of underway operational testing.
  • Previous experience serving on OHIO class SSBNs is highly desired.
  • Previous experience working in the acquisition community, particularly OPTEVFOR, is highly desired.


Certification/Education Requirements:
  • A bachelor's degree is desired, preferably in an engineering or science-related field. Equivalent experience will be considered.
  • Previous experience with Mission Based Test Design is desired. Required training will be provided through classroom instruction and on-the-job mentoring.

Compensation for this position is based on several considerations, including applicable contract wage rates and labor categories, geographic location, relevant professional experience, technical expertise, education, certifications, and overall alignment with the role's requirements.
