OverviewStellar Solutions is seeking a Test and Deficiency Reporting Engineer to support systems engineering, integration, testing, sustainment, and deficiency management for space-related Major Defense Acquisition Programs. This role helps define test strategies, manage deficiency reporting processes, and support verification activities that improve mission readiness and technical decision-making across space and ground systems.
Role/Responsibilities/Qualifications
This role operates at the intersection of developmental test, systems engineering, deficiency reporting, and sustainment. The Test and Deficiency Reporting Engineer will work in a collaborative government environment to develop test products, support test execution and analysis, manage deficiency tracking, and facilitate review processes that identify operational impacts, root causes, and mitigations.
Key responsibilities include:
- Perform systems engineering, integration, testing, and sustainment activities for space-related Major Defense Acquisition Programs.
- Support Government Developmental Test and Evaluation for space and ground systems.
- Develop test strategies, plans, reports, briefings, and related verification products.
- Participate in test execution, verification, analysis, and sustainment activities.
- Use T.O. 00-35D-54 to support deficiency reporting and management activities.
- Manage databases to track system deficiencies and support deficiency assessment meetings.
- Facilitate assessment of operational impacts, root causes, and mitigations for system deficiencies.
- Support Government Deficiency Review Board and Executive Deficiency Review Board processes.
- Define, develop, maintain, and execute large-scale system test plans and overarching test and evaluation strategy documents.
- Develop and support products such as Test and Evaluation Strategy, Test and Evaluation Master Plans, System Integration Test Plans, Enterprise Verification Plans, Verification Cross Reference Matrices, and Requirements Verification Files.
- Communicate effectively and establish collaborative relationships with government clients, FFRDCs, and industry teammates.
Required Qualifications
- 7+ years of experience performing systems engineering, integration, testing, and sustainment for space-related Major Defense Acquisition Programs.
- 5+ years of experience supporting Government Developmental Test and Evaluation for space and ground systems.
- 5+ years of experience working in a collaborative team environment developing test strategies, plans, reports, briefings, participating in test execution, verification or analysis, and sustainment activities.
- Experience using T.O. 00-35D-54.
- Experience managing databases to track system deficiencies and facilitate meetings assessing operational impacts, root causes, and mitigations.
- Knowledge of systems engineering standards, including IEEE 15288.1 and IEEE 15288.2.
- Knowledge of Deficiency Reporting and the Deficiency process, including Government Deficiency Review Board and Executive Deficiency Review Board.
- Ability to define, develop, maintain, and execute large-scale system test plans and overarching test and evaluation strategy documents.
- Ability to communicate effectively and establish collaborative relationships with government clients, FFRDCs, and industry teammates.
- Bachelor’s degree in Engineering, Mathematics, Computer Science, or Physics.
Desired Qualifications
- Experience performing systems engineering, integration, and testing on space-based remote sensing systems.
- Experience with portfolio and program verification, interoperability, or certification.
- Experience planning, executing, and reporting on Lead Developmental Test Organization or Operational Test Authority organizations.
- Experience planning and executing program reviews throughout the system lifecycle.
- Experience using a Model-Based Systems Engineering approach to manage system definitions and technical baselines.
- Experience using the Joint Deficiency Reporting System.
- Knowledge of DoD 5000.01 and DoD 5000.02.
- Master’s degree in an Engineering, Mathematics, Computer Science, or Physics.
- INCOSE Systems Engineering Professional Certification, including ASEP, CSEP, or ESEP Certification.
Clearance & Additional Requirements
- Secret clearance required.
- TS/SCI clearance preferred.

Compensation:
The typical annual salary range for this position is approximately, USD $115,000 - $143,000. Individual pay is determined by many factors including work location, job-related skills, experience, and relevant education or training. In addition to salary, this position is also eligible for a discretionary annual performance bonus, profit sharing / retirement plan and other benefits (all in addition to annual base salary).
Deliverable(s)
Deliverables could be in the format of a report, software file, briefing, spreadsheet, or other document as directed by the Government, using government approved and/or mandated systems/software and processes governed by guidance/instructions/policy or direction. The nature of this work will, at times, require quick responses to stringent deadlines and always in a high quality, professional manner.
