Full Job Description
Serves as a Telecommunication Specialist (Program Manager) for the Joint Activities located at Fort Bragg, North Carolina. Only resumes up to a total of two pages will be accepted. Duties Help - Serves as Telecommunication and Information Technology Projects Program Manager for the Joint Communications Unit. - Delivers technical expertise and modernized telecommunications to maintain state-of-the-art information management programs for all supported organizations. - Leads and oversees project related functions which prepare, guide, monitor, control, and report the activity effort in meeting implementation objectives throughout the life cycle of projects. - Manages project databases to track planning, budgeting, and life-cycle configurations of authorized programs - Directs project databases and policies to manage budgets, resources, and status reports for Headquarters and participating organizations - Serves as representative at all Requirement Review Boards, Change Management Boards, and Vulnerability Management Boards. Maintains liaison with multiple inter-agencies and vendors. Requirements Help Conditions of employment - Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. - Must be able to obtain and maintain a TOP SECRET security clearance with Special Compartmented Information (SCI). - In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, employee must successfully pass a urinalysis screening prior to appointment and periodically thereafter. - Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights. - May require TDY travel up to 30 days CONUS and OCONUS up to 20% of the time. - In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role: Foundational qualification requirements within 9 months. - In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role: Resident qualification requirements within 12 month. - In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role: 20 hours of Continuous Professional Development (CPD) per work role code (which can overlap). - Must obtain COR certification within 12 months of entrance on duty. - Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes developing, managing, maintaining, and interpretating various databases of approved/authorized projects containing, planning programming, budgeting and interoperability management/execution, status impacts, Basis of Issuance (BOI) enforcement, configurations/standardization and, transfer, historical, life-cycle management and future technology information; AND analyzing communications equipment from commercial vendors to determine suitability for integration with existing systems; AND performing system checks, maintenance, and repairs of communications equipment at or below the depot level. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted. Education This job does not have an education qualification requirement.
